On the afternoon of August 31st, in Da Nang, Prime Minister Pham Minh Chinh chaired the conference to propagate and deploy Resolution No. 136/2024/QH15 of the National Assembly on urban governance and piloting some mechanisms and special policies for the development of Da Nang city.
The conference was connected online from the Da Nang Administrative Center to the city’s agencies and localities.
OPENS UP GREAT OPPORTUNITIES FOR A BREAKTHROUGH
According to the reports and opinions at the conference, the National Assembly has carefully studied and discussed to boldly approve many new mechanisms and policies for Da Nang in Resolution 136. These include regulations on the official implementation of urban governance; and the continuation of piloting mechanisms and policies that are stronger than those in the previous resolution.
Resolution No. 136 consists of 04 chapters, 18 articles, 77 clauses, and 159 points. It will officially take effect from January 1st, 2025, with 30 mechanisms and policies. Regarding urban governance in Da Nang, there are 9 policies, including 7 policies similar to those applied in other localities and 02 newly proposed policies.
In terms of specific mechanisms and policies, 21 policies will be piloted, including 6 policies similar to those that the National Assembly has allowed other localities to implement; 10 similar policies with adjustments and supplements suitable to the city’s realities; and 05 newly proposed policies.
Speaking at the conference, Prime Minister Pham Minh Chinh stated that Da Nang possesses diverse potentials, outstanding opportunities, and competitive advantages in terms of nature, people, and cultural and historical traditions. It is an essential transport hub, with all forms of transportation available. The city has great potential for developing industries, marine economy, tourism, and services. Especially, it boasts abundant human resources and a rich cultural and historical tradition, along with a proud revolutionary history.

According to the Prime Minister, the development of Da Nang and the implementation of Resolution 136 of the National Assembly have solid political, legal, and practical foundations, including the resolutions of the Party’s Central Committee, the National Assembly’s resolutions, and the theoretical system of socialism and the path to socialism in Vietnam, which has basically been formed. These foundations boost confidence in innovation and creativity, creating a breakthrough in Da Nang’s development.
The Politburo has issued Resolution No. 43/NQ-TW dated January 24th, 2019, on building and developing Da Nang by 2030, with a vision towards 2045; and Conclusion No. 79-KL/TW dated May 13th, 2024, on continuing to implement Resolution No. 43/NQ-TW.
The National Assembly issued Resolution No. 119/2020/QH14 dated June 19th, 2020, on piloting the urban governance model and special mechanisms and policies for the development of Da Nang; and recently, Resolution No. 136/2024/QH15 dated June 26th, 2024.
The Prime Minister has also issued Decision No. 1287/QD-TTg dated November 2nd, 2023, approving the master plan for Da Nang for the period of 2021-2030, with a vision towards 2050.
The Prime Minister pointed out that Resolution 136 has many new provisions, notably the authority of relevant agencies to perform tasks and exercise rights that the People’s Council of districts and wards implement according to legal regulations (Articles 7 and 8); attracting strategic investors (Article 12); establishing the Da Nang Free Trade Area (Article 13); land retrieval for the construction of items and works to form a logistics center (Article 11); developing the fields of semiconductors and artificial intelligence (Article 14); and investing in, managing, exploiting, and treating assets of infrastructure, equipment, and serving the development of science and technology, and innovation (Article 14).
The Prime Minister applauded Da Nang for its well-organized and proactive deployment of Resolution 136, ensuring a sufficient legal basis and the most favorable conditions for its implementation. He emphasized that, in the future, the effective implementation of Resolution 136 is of great importance to Da Nang’s development, breakthrough, and leading position, opening up great opportunities for the city to unlock investment and financial resources, improve the business and investment environment, enhance competitiveness, and build a streamlined apparatus…
The time left until Resolution 136 takes effect (January 1st, 2025) is not much (only 04 months). The Prime Minister requested that the central ministries and branches and Da Nang city resolutely take action, actively coordinate, and promptly form a full legal basis to implement Resolution 136 as soon as it takes effect.
According to the Prime Minister, the main idea in implementing Resolution 136 and developing Da Nang is to strongly promote the spirit of self-reliance and self-improvement, along with the glorious historical traditions, unity, dynamism, proactiveness, and creativity. It is also about effectively mobilizing resources and taking advantage of Da Nang’s unique potentials, outstanding opportunities, and competitive advantages to rise from its internal strength, without relying on others.
The Prime Minister requested Da Nang to promote the improvement of the business, investment, and competitive environment, with openness, transparency, and integrity, resolutely eliminating the mechanism of “asking – giving”, and the environment for corruption, negativity, and vested interests. Putting people at the center as the subject, object, resource, and driving force, while also considering institutions, mechanisms, and policies as resources and driving forces for development, in line with the strategic breakthrough orientation.
DA NANG HAS “HEAVENLY TIME, GEOGRAPHICAL ADVANTAGE, AND HARMONY” TO IMPLEMENT RESOLUTION 136
According to the Prime Minister, Resolution 136 cannot solve all of Da Nang’s problems, and there will still be many difficulties and complexities. However, generally speaking, “the mechanism is available, the perception is clear, and the tasks are very specific”. It can be said that Da Nang has “heavenly time, geographical advantage, and harmony” to implement Resolution 136. The issue now is to organize the implementation with a more aggressive mindset, closer coordination, and more effective, synchronous, and scientific deployment.

The Prime Minister suggested that the ministries, branches, and Da Nang city focus on implementing the following 9 key tasks:
The Ministry of Home Affairs shall take the lead, in coordination with the ministries, branches, and the People’s Committee of Da Nang city, to develop and submit to the Government for issuance of a Decree regulating the organization and operation of the District People’s Committee and the regime of responsibilities of the Chairman of the District People’s Committee; the organization and operation of the Ward People’s Committee and the regime of responsibilities of the Chairman of the Ward People’s Committee; the election, recruitment, management, and employment of civil servants working for the People’s Committee and officials and civil servants working at the ward and commune levels; and the budget estimation, execution, and finalization of the budget for the district and ward levels in Da Nang city (to be completed by November 2024).
The Ministry of Construction shall take the lead, in coordination with the ministries, branches, and the People’s Committee of Da Nang city, to develop and submit to the Prime Minister for issuance of a Decision on piloting the delegation of authority and the order and procedures for approving adjustments to the master plan for functional areas and the master plan for Da Nang city (to be completed by November 2024).
The Ministry of Information and Communications shall research and support the development of plans for producing information technology products, chips, artificial intelligence, cloud computing, etc. (to be completed by December 2024).
The Ministry of Science and Technology shall research and guide the development of plans to promote scientific and technological research, innovation, and the flexible and effective application of the achievements of the Fourth Industrial Revolution.
The Ministry of Education and Training shall develop plans for training high-quality human resources for Da Nang city (to be completed, if possible, in the first quarter of 2025).
The Ministry of Labor, Invalids, and Social Affairs shall develop plans for vocational training and improving vocational skills and knowledge related to new industries and new growth drivers for Da Nang city.
The Ministry of Planning and Investment shall take the lead, in coordination with the ministries, branches, and the People’s Committee of Da Nang city, to research and develop, and submit to the Prime Minister for issuance of a Decision on the establishment of the Da Nang Free Trade Area and its Regulations; and at the same time, study the adjustment and supplementation of the functions of managing the Da Nang Free Trade Area.
According to the Prime Minister, piloting the Da Nang Free Trade Area is something new and challenging, but it must be done, no matter how difficult it may be. This is not only the task of the city but also requires the central ministries and branches to focus on studying and accompanying Da Nang.
Regarding the second group of tasks for the locality, the Prime Minister suggested that the Da Nang City People’s Council, within its competence, organize the implementation of 29 tasks, and the Da Nang City People’s Committee, within its competence, organize the implementation of 11 specific tasks to implement Resolution No. 136 before December 31st, 2024.
The Prime Minister requested a high level of leadership and direction to effectively implement the Party’s policies, the National Assembly’s resolutions, and the directions of the Government and the Prime Minister with the highest efficiency possible. He also requested the effective implementation of the three overarching tasks regarding the apparatus, human resources, and resource mobilization.
First, it is necessary to urgently streamline and organize the apparatus and arrange suitable and capable personnel to match the assigned tasks.
Second, it is essential to be confident and strong-willed, daring to think and act, continuing to innovate and create, relying on self-improvement and self-reliance, and promoting Da Nang’s unique potentials, outstanding opportunities, and competitive advantages.
Third, it is crucial to mobilize all social resources, domestic and foreign, state and private, including financial, human, technological, and managerial resources, to implement the tasks mentioned in the resolutions. The mechanisms and policies should be flexible, the infrastructure smooth, and the governance intelligent.
The Prime Minister stated that with flexible mechanisms and policies, there would be a high sense of responsibility before the Party, State, and people. He also expressed his hope and belief that Resolution 136 would be effectively implemented, and Da Nang would “catch up, advance together, integrate, and surpass” in the new development phase.
