During his working trip to Da Nang on the morning of September 1st, Prime Minister Pham Minh Chinh conducted a survey of several key projects and programs in the city, including a proposed land reclamation area for the development of a free trade area and the Lien Chieu Port project.
The Prime Minister surveyed the proposed land reclamation area near Nguyen Tat Thanh Street, which is envisioned to serve as a logistics services hub, spanning approximately 420 hectares. This location is also being considered for the establishment of the Da Nang Free Trade Zone.
As part of his itinerary in Da Nang, Prime Minister Pham Minh Chinh chaired a conference to promulgate and implement Resolution No. 136/2024/QH15, issued by the National Assembly. This resolution outlines special mechanisms and policies for the development of Da Nang city, including prominent features such as attracting strategic investors (Article 12), establishing the Da Nang Free Trade Zone (Article 13), and land revocation for the construction of logistics center infrastructure (Article 11).
At the conference, the Prime Minister instructed the Ministry of Planning and Investment to collaborate with relevant ministries, sectors, and the Da Nang People’s Committee to formulate and submit to the Prime Minister for issuance, a decision on the establishment of the Da Nang Free Trade Zone, along with its operating regulations.
According to the Prime Minister, piloting the Da Nang Free Trade Zone is a novel and challenging endeavor, but one that must be undertaken. He emphasized that this task is not solely the responsibility of the city but also requires the dedicated involvement of central ministries and sectors, working in tandem with Da Nang.
During his inspection of the proposed land reclamation area, Prime Minister Pham Minh Chinh agreed with the principle of reclaiming land to create new land funds and expand the city’s development space. However, he emphasized the need for thorough research and calculations regarding filling materials and ensuring that the reclaimed land adheres to the free trade zone criteria, with the most favorable locations designated for production and business activities.
Subsequently, the Prime Minister inspected and examined the investment progress of the shared infrastructure of the Lien Chieu Wharf and the coastal road connecting Lien Chieu Port. Previously, in June 2022, the Prime Minister had surveyed the general planning of Lien Chieu Port and its inter-regional transport connections between Da Nang and other regions.
Lien Chieu Port, a key project currently being promoted by Da Nang for investment, is one of Vietnam’s three deep-water seaports. It has been planned as a special port capable of accommodating general cargo and bulk carriers of up to 100,000 tons, as well as container ships with a capacity of 6,000 to 8,000 TEU.
The shared infrastructure project for the Lien Chieu Wharf has a total investment of VND 3,426 billion. The Prime Minister has assigned the Da Nang People’s Committee as the managing authority for this project. Construction commenced at the end of 2022, and the project is expected to be completed by November 2025. As of now, the completed construction volume has reached 67% of the contract value, equivalent to approximately VND 1,770 billion, largely meeting the planned progress.
Regarding the coastal road connecting Lien Chieu Port, with a total investment of VND 1,203 billion from the central and city budgets, construction began in September 2023. To date, the completed construction volume has reached 33% of the contract value.
Surveying the site, Prime Minister Pham Minh Chinh applauded the progress of the investment and construction of the shared infrastructure of Lien Chieu Wharf and the coastal road connecting Lien Chieu Port. He urged Da Nang city, relevant ministries, sectors, businesses, and investors to demonstrate greater determination, resolve, and effort to expeditiously complete the shared infrastructure and the coastal road connecting Lien Chieu Port before August 30, 2025.
The Prime Minister emphasized the development of Lien Chieu Port as a dual-use port with multi-sectoral and multi-field functionality. He stressed the importance of thoroughly assessing the environmental impact, adopting a long-term strategic approach to planning and investment, and focusing on implementing connectivity projects. He also highlighted the mobilization of resources from both central and local sources, as well as from investors.
Regarding the selection of investors for the construction of the port, the Prime Minister instructed that the chosen investor must possess the requisite capacity to undertake the construction and operation of the port in a transparent and lawful manner. The spirit of this undertaking is to select a primary investor with the best proposal, who can then collaborate with other enterprises to execute the project.
The Prime Minister advised Da Nang to concentrate its resources on land clearance for this significant infrastructure project and the free trade zone, avoiding a scattered approach. He suggested mobilizing youth and women to contribute to tasks that they are capable of performing, fostering a sense of community engagement and involving the entire political system.
Particularly, the Prime Minister underscored the importance of effectively addressing resettlement and ensuring the material and spiritual well-being of affected residents who need to be relocated, guaranteeing that their new accommodations are superior to or at least equal to their previous living conditions.

“Maximizing Convenience and Service Excellence: Streamlining Administrative Procedures for Citizens and Enterprises”
With a clear vision, Prime Minister Pham Minh Chinh outlined a comprehensive strategy for online public services, emphasizing a single goal: to create the most convenient and efficient experience for citizens and businesses navigating administrative procedures. This ambitious plan is supported by two pillars: streamlining processes and enhancing digital infrastructure.
The three key breakthroughs identified are crucial to achieving success: first, a unified national database will ensure information is shared seamlessly between government agencies. Second, the integration of online public services across all platforms and devices will create a consistent and accessible user experience. Finally, the enhancement of digital signatures and verification will ensure secure and trusted transactions.
The “4 No’s” principle underpins this strategy: no provision of unnecessary information by citizens, no repetitive submissions, no unnecessary direct contact, and no paper-based procedures. To ensure the effectiveness of this initiative, the Prime Minister also emphasized “5 Enhancements”: improving the quality and usability of online public services, promoting widespread digital transformation, ensuring information security and safety, enhancing the capacity of state employees, and strengthening international cooperation in this field.
