Mr. Duong Tan Hien, Vice Chairman of the People’s Committee of Can Tho City, has recently signed a document on assigning tasks in the management and development of social housing in the city.
The Department of Natural Resources and Environment is entrusted to direct the district-level branches of the Land Registration Office to certify citizens’ eligibility regarding housing conditions, in accordance with Decree 100/2024/ND-CP and Circular 05/2024/TT-BXD.
The Can Tho Land Registration Office will collaborate with the Department of Construction to inspect housing status information within their authority, as stipulated in Decree 100/2024.

The People’s Committees of the districts are tasked with directing the communal-level People’s Committees to certify citizens’ eligibility regarding income, ensuring adherence to deadlines and regulations. They will also direct the district-level branches of the Social Policy Bank to coordinate with relevant units in organizing evaluations for lending and timely disbursement to eligible beneficiaries.
The Can Tho City Labor Federation and the Management Board of Export Processing Zones and Industrial Parks will disseminate information to enterprises, factory workers, and employees in the industrial parks about accessing details on social housing projects in the city and understanding the current legal provisions regarding eligibility, conditions, and procedures for purchasing, renting, or rent-to-own social housing.
The Can Tho City People’s Committee has requested the State Bank of Vietnam, Can Tho Branch, to continue directing commercial banks involved in the VND 120,000 billion credit package for social housing and worker housing loans.
Additionally, the Can Tho City People’s Committee has asked social housing project investors in the city to review their sales, rent-to-own, and rental contracts. For contracts signed after August 1, 2024, the provisions of Appendix to Circular 5/2024 of the Ministry of Construction must be followed.
The document clearly states, “It is required that social housing project owners in the city only operate when they meet the prescribed conditions, have measures to prevent speculation, price manipulation, or surcharge fees; and do not force people to sign consulting or interior contracts. When buying, renting, or rent-to-own social housing directly from the investor or through a real estate exchange, citizens must have access to full information and be able to purchase, rent, or rent-to-own social housing at the announced price without paying any additional fees.”

The target for social housing development in Can Tho City, assigned by the Prime Minister, is to complete 4,100 units by 2025 and 5,000 units by 2030, totaling 9,100 units. The Can Tho City Council’s housing development program aims for 5,982 social housing units by 2025 and 6,733 units in the 2026-2030 period, with a total target of over 12,700 social housing units by 2030.
