A Race Against Time: The Race to Complete the Lien Chieu Port Project on Schedule

Prime Minister Pham Minh Chinh has urged for heightened determination, stronger efforts, and an accelerated approach to complete the Lien Chieu Port project ahead of the scheduled date, aiming for completion before August 30, 2025.

On September 1st, Prime Minister Pham Minh Chinh and a delegation inspected several key projects and developments in Da Nang, including the proposed site for a commercial free trade zone through land reclamation, the Lien Chieu Port project, and the Hoa Lien – Tuy Loan expressway.

At the Lien Chieu Port common infrastructure investment and construction project, Prime Minister Chinh applauded the progress made in developing the shared infrastructure and the coastal road connecting to the port.

He urged the authorities in Da Nang, relevant ministries, businesses, and investors to demonstrate greater determination, resolve, and effort in expediting the completion of the common infrastructure and the coastal road connecting to Lien Chieu Port, aiming for a target date of August 30, 2025.

The Prime Minister emphasized the construction of Lien Chieu Port as a dual-use facility with multi-sectoral and multi-disciplinary functions. He also stressed the importance of thoroughly assessing the environmental impact and developing a comprehensive, long-term, and strategic master plan, while allowing for phased investments.

Regarding the selection of an investor for the port construction, the Prime Minister instructed that the chosen entity must possess sufficient capabilities to carry out the construction and operation of the port efficiently and transparently, in compliance with legal regulations. The aim is to select a primary investor with the best proposal, who can then collaborate with other enterprises for implementation.

Prime Minister Chinh advised Da Nang to focus its resources on land clearance for this significant infrastructure project and the proposed free trade zone, avoiding a scattered approach. He also emphasized the importance of proper resettlement and ensuring improved or equal living conditions for affected residents.

Lien Chieu Port, a key project currently seeking investment in Da Nang, is planned as a deep-water port in Vietnam, designated as a special port capable of accommodating general cargo vessels of up to 100,000 tons and container ships with a capacity of 6,000 to 8,000 TEU.

The common infrastructure project for the Lien Chieu Port area has a total investment of VND 3,426 billion, with the People’s Committee of Da Nang City as the assigned management authority, as per the Prime Minister’s decision.

The project, which broke ground in late 2022, is expected to be completed by November 2025. The contractor is a joint venture between Phu Xuan Construction and Consulting Joint Stock Company, Lung Lo General Construction Corporation, Truong Son Corporation, and Xuan Quang Construction Joint Stock Company.

According to the investor’s report, the completed construction volume has reached 67%, with a corresponding contract value of approximately VND 1,770 billion, meeting the planned progress.

Regarding the proposed land reclamation project along Nguyen Tat Thanh Street (intended for logistics services, covering approximately 420 hectares), Prime Minister Chinh agreed in principle to the need for land reclamation to create new land resources and expand the city’s development space. However, he emphasized the importance of thoroughly studying and calculating the required reclamation materials.

The Prime Minister also instructed that the newly reclaimed land should be utilized according to the criteria of a free trade zone, with the most favorable locations designated for production and business activities.
