
On August 30th, the People’s Committee of Bau Bang district in Binh Duong province shared their plans for the district’s upgrade to an urban area, aiming to become a town.
Thus far, Bau Bang has accomplished 49 out of 63 required standards, accumulating approximately 63 out of 75 points.
Võ Thành Giàu, Chairman of the People’s Committee of Bau Bang district, reported that they have submitted a proposal to the provincial People’s Committee to request the Prime Minister to include Trừ Văn Thố commune, which meets the criteria for a class-5 urban area, and Bau Bang, which is on track to become a class-4 urban area (thus, a town), in the national urban classification plan for the 2026-2030 period.
To align with the province’s goal of becoming a municipality directly under the Central Government by 2030, the People’s Committee of Bau Bang district proposed to the Provincial Party Committee and People’s Committee to approve the plan to shorten the time for the establishment of the town and requested guidance in assisting the district to become a town by 2027.

A representative of the Department of Construction of Binh Duong province pointed out that one of the challenges Bau Bang district currently faces in its urban upgrade journey is meeting the two prerequisite conditions for urban classification as stipulated. These conditions include attaining the minimum point requirement and ensuring that the total points across all criteria meet or exceed the minimum standard.
The most significant hurdle for Bau Bang district is the criterion regarding population density. Currently, the district’s total population is approximately 117,370 people, resulting in a population density of about 344 people/km2 for the entire urban area, which is only a quarter of the minimum threshold specified in the regulations.
By 2025, the district’s population needs to reach a minimum of approximately 408,024 people (quadruple the number in 2022). Additionally, the population density of the communes planned to become wards only achieves one-tenth of the required standard.
Consequently, to meet this criterion, Bau Bang district needs an additional 300,000 residents.
Mr. Huỳnh Phạm Tuấn Anh, Deputy Director of the Department of Construction of Binh Duong, recommended that the People’s Committee of Bau Bang district implement solutions to complete the necessary infrastructure, improve the criteria and standards that have not yet been met or are still lacking, with a particular focus on Criterion 3 regarding population density.

To attract 300,000 new residents, Bau Bang district has proposed several solutions, including the development of three new urban areas (Lai Hưng, Long Nguyên, and Trừ Văn Thố) and the upgrade of the existing urban area of Lai Uyên town. Additionally, the district is expediting the construction of healthcare and education facilities that meet the standards of a class-4 urban area.

At present, Binh Duong province is home to 5 cities, namely Thu Dau Mot, Di An, Thuan An, Tan Uyen, and Ben Cat, along with 4 districts: Bau Bang, Phu Giao, Dau Tieng, and Bac Tan Uyen. If Bau Bang district becomes a town, Binh Duong will have 5 cities, 1 town, and 3 districts.
In the first seven months of 2024, Bau Bang district’s industrial production value reached VND 12,761.7 billion, a 17.60% increase compared to the same period last year. The total retail sales of goods and service revenue reached VND 5,668.358 billion, a 19.40% surge compared to the same period. The district is home to a total of 1,495 projects, including 1,216 domestic projects with a registered capital of VND 32,535.114 billion and 279 foreign-invested projects with a total registered capital of over $4.609 billion.
The district is home to four industrial parks and is in the process of building a 1,000-hectare high-tech science and technology park. It is strategically located on two main traffic arteries: National Highway 13 and My Phuoc – Tan Van. Additionally, two connecting road projects, the Ho Chi Minh Road and the Bac Tan Uyen – Bau Bang – Phu Giao Road, are currently under construction.
According to the Prime Minister’s decision on the Binh Duong Provincial Planning for the period of 2021-2030, with a vision towards 2050, the province aims to become a municipality directly under the Central Government by 2030.
By 2050, the vision is to establish Binh Duong as a modern urban, industrial, and service center with regional and international reach, serving as one of the driving forces for the country’s economic development, powered by industry, services, innovation, and a robust and competitive economic foundation.
