Prime Minister Surveys Proposed Site for Danang Free Trade Area and the Hoa Lien-Tuy Loan Expressway

Prime Minister Pham Minh Chinh continued his working visit to Danang on September 1st by surveying proposed sites for a free trade area and key road projects in the region.

Establishing Vietnam’s first free trade area

Resolution No. 136/2024/QH15 dated June 26, 2024, of the National Assembly on the organization of urban administration and the pilot of a number of mechanisms and policies for the development of Da Nang City, including the establishment of the Da Nang Free Trade Area. This is a completely new policy for the city and the country.

The Prime Minister inspected two proposed locations for the construction of the commercial service area within the Da Nang Free Trade Area, including the sea reclamation study area along Nguyen Tat Thanh Street, Thanh Khe District, with an area of about 420 hectares, and the 90-hectare area at the foot of Ba Na Mountain, Hoa Vang District (which has been planned for commercial services).

The Prime Minister requested Da Nang City to review the planning of commercial and service development areas; study and determine the connections between these areas, including soft and hard connections, transportation connections, policy connections, and management connections, as well as place them in the overall socio-economic development of the city, ensuring that they complement each other and do not neutralize each other.

Complete the Hoa Lien-Tuy Loan expressway before August 30, 2025

* The Prime Minister and the delegation inspected the construction of the Hoa Lien-Tuy Loan expressway project, which is more than 11 km long and belongs to the North-South expressway in the eastern part of Hoa Vang District, Da Nang City.

The project was started in September 2023 and is expected to be completed by December 2025, with a total investment of over VND 2,112 billion, and the investor is the Ho Chi Minh Road Project Management Board.

Inspecting the site and presenting gifts to the construction team of the project, the Prime Minister highly appreciated the team’s spirit of “overcoming the sun, winning the rain, not losing to the wind and storms”, “only discussing how to do it, not discussing how to retreat”, “working during the day is not enough, rushing to work at night”, “eating in a hurry, sleeping urgently”, “working in 3 shifts, 4 groups”, “working continuously during Tet and holidays”, and achieving more than 40% of the contract value.

The Prime Minister also applauded and appreciated Da Nang City for following the direction of the Prime Minister in mobilizing the entire political system to carry out site clearance; ensuring the legitimate rights and interests and taking care of the people who gave up their land for the project to have a better life in the new place.

The Prime Minister hopes that Da Nang will urgently complete site clearance in September 2024; units speed up construction progress to complete this expressway before August 30, 2025, celebrating 80 years of National Day, welcoming Party Congresses at all levels, towards the XIV Congress of the Party; and by the end of 2025, the country will have 3,000 km of expressways as proposed by the XIII Congress of the Party; serving the fast and sustainable socio-economic development, bringing happiness and prosperity to the people.

* The Prime Minister also surveyed the project to complete the intersection of the Da Nang-Quang Ngai expressway, the Hoa Lien-Tuy Loan expressway, and National Highway 14B in Hoa Vang District, Da Nang City.

The Da Nang-Quang Ngai expressway project has been in operation and collecting tolls since August 2017 for the JICA-funded section and since January 1, 2020, for the WB-funded section.

According to the investment plan, the Tuy Loan intersection is designed with a complete cloverleaf shape, with a total investment of about VND 400 billion. However, due to capital difficulties, this intersection has not been implemented.

After listening to the general report on the project, the Prime Minister agreed on the necessity to urgently invest in this intersection to enhance the connection between the expressway and National Highway 14B – the road connecting Da Nang, the Central region, and the Central Highlands. The Prime Minister agreed that the central budget would support 50% of the cost, and the local budget would arrange 50%; requesting the completion of the construction of this intersection before September 30, 2025.

* On this occasion, inspecting the construction of the road connecting Lien Chieu Port with the North-South expressway, the Prime Minister highly appreciated Da Nang City for implementing well the direction of the Prime Minister on the construction of this connecting road. Just one year later, it has now reached 60% volume; hoping that the contractors will speed up the progress to soon complete the infrastructure connecting Lien Chieu Port, attracting and creating trust for investors.

Prime Minister visits the school of “Hope that sows hope”

At noon on September 1, Prime Minister Pham Minh Chinh and the delegation visited Hope School, a primary, secondary, and high school in Da Nang City – a boarding school invested and built by FPT Corporation to welcome children who lost their parents due to the COVID-19 pandemic.

Established in September 2021, up to now, the school has undergone 6 enrollment periods with more than 300 students from 43 provinces and 13 ethnic groups from all over the country. Hope School is the only representative of Vietnam to win a prestigious and large-scale global award for global sustainable development with the nomination of “Most Impressive Community Activity Globally” at the Global CSR and ESG Awards. Students of the school also won many prizes in national and city excellent student contests.

Presenting gifts and talking with teachers and students of Hope School, the Prime Minister recalled the losses caused by the COVID-19 pandemic and the birth of the school, reflecting the fine tradition of solidarity and compassion of the Vietnamese people. Considering this a precious heritage of the nation, the Prime Minister hopes that the teachers and students of the school will continue to preserve, promote, and foster this heritage to new heights in the new era.

The Prime Minister commended FPT Corporation, with the philosophy of “hope sows hope, love repays love”, not only doing business effectively but also paying attention to and implementing good social security policies.

Congratulating the teachers and students of the school on their achievements in the past school years and on the occasion of the new school year of 2024-2025, the Prime Minister hopes that teachers will not only teach knowledge but also show their love for students as if they were their own children to make up for the students’ disadvantages; proposing that FPT, along with providing comprehensive knowledge, should aim at training in new fields, especially in fields where FPT has strengths and needs; continue to take care of and educate students for holistic development and according to their abilities.

Affirming that the Party and State always pay attention to and care about the cause of education, especially for the disadvantaged, so that no one is left behind; not sacrificing fairness, progress, social security, and the environment for single-dimensional growth; identifying people as the center, subject, resource, and driving force for development…, Prime Minister Pham Minh Chinh hopes that students of Hope School will strive to rise, study, cultivate morals, intelligence, physical strength, and beauty, first of all, become good citizens for themselves, and contribute to the homeland and the country.

Student Gia Nghi of Hope School said that when they heard that Prime Minister Pham Minh Chinh would come to visit, the students discussed and decided to draw small pictures on the Hope soap products.

The soap is handmade and decorated by the students themselves. The drawings on the soapboxes symbolize the 43 provinces and cities that the students come from.

“We thought that when Uncle Prime Minister received this small gift from us, he would see the image of the beloved lands of the country. The fragrance of the soap is the scent of the grass and trees of nature in our country, and surely Uncle Prime Minister will remember us and the love he has given us,” said Gia Nghi.
