Setting the Pace for Key Projects in Da Nang

From September 1-9, Prime Minister Pham Minh Chinh and his delegation inspected several key projects and construction sites in Da Nang.

Speed and Quality

At the Lien Chieu Port Infrastructure Construction Project, the Prime Minister expressed his satisfaction with the investment and construction progress.

He highlighted that the Lien Chieu Port project is a top priority and has attracted the interest of numerous large corporations globally. Currently, groups from India, the Netherlands, and Japan have shown a keen interest in investing in this project.

The Prime Minister emphasized the construction of Lien Chieu Port as a dual-use facility with multi-sectoral and multi-field functionality. He stressed the importance of thoroughly researching and assessing the environmental impact and focusing on long-term, strategic planning, while allowing for phased investment.

Particular attention should be given to implementing connectivity projects and mobilizing resources from central and local sources, as well as from investors.

Regarding the selection of investors for the Lien Chieu Port, the Prime Minister stated that they must meet the criteria of possessing sufficient capabilities for implementation. This means that if the main contractor meets the capabilities criteria, the joint-venture units will also need to meet certain standards.

For the Common Infrastructure Construction Project in the Lien Chieu Port area, the Prime Minister requested greater efforts from Da Nang, relevant ministries, businesses, and investors. He urged them to strive for the completion of the common infrastructure and the coastal road connecting Lien Chieu Port by August 30, 2025.

Addressing Material Concerns

On the same day, the delegation inspected the progress of the Hoa Lien-Tuy Loan Expressway project. Mr. Nguyen Vu Quy, Director of the Ho Chi Minh Road Project Management Unit (the investor), reported that the project has achieved a production value of over VND 240 billion out of nearly VND 860 billion, equivalent to 28.7% of the contract value.

Currently, the project requires 350,000 cubic meters of stone, with 190,000 cubic meters needed in 2024 and 160,000 cubic meters in 2025.

As the project demands a substantial amount of stone, the quarries in Da Nang are reaching their capacity limits. The contractor is sourcing stone from quarries in Quang Nam and Quang Ngai, which presents logistical challenges due to the long-distance transport. Therefore, the Ho Chi Minh Road Project Management Unit requested Da Nang City to consider increasing the exploitation output of the quarries in the area and prioritize supplying the expressway project.

The Prime Minister commended Da Nang and Hoa Vang District for their efforts in site clearance, following the government’s directives. He instructed the Ministry of Natural Resources and Environment to promptly guide the local authorities through the procedures for issuing new mine licenses and increasing the capacity of existing mines to meet the material demands of key transport projects.

During this visit, the Prime Minister also surveyed the potential sea reclamation area near Nguyen Tat Thanh Street (intended for logistics services, covering approximately 420 hectares). He acknowledged that piloting a free trade zone in Da Nang is a novel and challenging endeavor, but one that must be pursued with determination.

In terms of policy, the head of the government agreed on the need for land reclamation to create new land funds and expand the city’s development space, alongside careful consideration of filling materials. The reclaimed land should adhere to the criteria of a free trade zone, and the most favorable locations should be allocated for production and business activities.

At the Hoa Lien-Tuy Loan Expressway project, the Prime Minister emphasized the need for the contractor to increase their efforts, organize construction in 3 shifts and 4 teams, and work day and night to ensure the project’s progress. With this intensified approach, the goal is to substantially complete the project by the end of August 2025.
