The Bordering Hanoi Municipality Aims to Become a City Within Seven Years

Pursuant to the practical development situation of the locality and the orientation of the province as per Resolution No. 29-NQ/TU dated July 5, 2022, of the 17th Conference of the 19th Provincial Party Committee on the Urban Development Program of Hung Yen province for the period of 2021 – 2025, with a vision to 2030, and other directives, Van Lam district has defined its urban development goals and orientations as follows: To be recognized as an urban district of grade 4 standards, with the central area basically meeting the grade 3 urban criteria before 2025; and to achieve grade 3 standards before 2030.

By 2030, Van Lam aims to become Van Lam city, according to Bao Hung Yen.

In recent times, Van Lam district has focused on adjusting and establishing planning for approval by competent authorities, thereby creating a foundation for investment reception, construction order management, and urban order management… in accordance with regulations.

Van Lam district (Hung Yen province) targets to become a city by 2030.

The development of Van Lam urban area is oriented towards sustainability, with a shift in the economic structure towards increasing the proportion of trade and services. Investments are being made in building synchronous and modern urban infrastructure, planning and constructing a city with a unique identity, and moving towards a smart city.

The People’s Committee of the district has directed units and localities to review and supplement the list of dynamic projects to promote urban development and complete the criteria for grades 3 and 4 urban areas.

At the same time, they have also established and supplemented the medium-term public investment plan for the 2020-2025 period, including dynamic projects and those that contribute to completing the remaining criteria for grades 3 and 4 urban areas…

From 2021 up to now, the district has focused its resources on investing in the construction of key projects with great potential to promote urban development, especially inter-regional and inter-district transportation projects and urban landscape works.

The commercial and service infrastructure is becoming increasingly modern and efficient. Social infrastructure, public service works, and housing are better meeting the needs of the people, attracting population growth, and promoting the urbanization process.

Van Lam Develops a Green Urban Area

To achieve the set goals, the district continues to promote socio-economic development by exploiting its potential and advantages in terms of geographical location in the vicinity of the capital city of Hanoi, combined with cultural and historical values. Effective mobilization, allocation, and utilization of resources are also key, along with developing the province’s economy in harmony with nature, and promoting green, circular, digital, and knowledge-based economies.

At the same time, developing Van Lam into a city, and achieving grade 3 urban criteria towards a green and smart city, is based on a modern infrastructure system that is synchronously connected with Hanoi and neighboring localities…

Van Lam district, located right next to Hanoi, is one of the most dynamic localities in Hung Yen province. The district has potential and advantages in developing diverse forms of real estate, meeting the needs of population dispersal thanks to its location just 20 km from the center of the capital.

In recent years, the district has continuously invested in its transportation network to promote economic development, including projects such as the road along the southern industrial park of the railway from Nhu Quynh to Luong Tai; the DH.15 road; and the central axis road of Van Lam district.

Van Lam boasts important roads that enhance regional connectivity and boost socio-economic development.

In the near future, the Ring Road 4 – Hanoi Capital Region project will be implemented, covering 57 km in Hanoi, 19 km in Hung Yen, and 27 km in Bac Ninh. This road is considered crucial for regional connectivity and the promotion of socio-economic development.

In 2023, Van Lam’s economic growth rate reached over 9.2%. Meanwhile, the economic growth rate of Hung Yen province was 10.05%.

The total budget revenue reached over VND 4,610 billion. There are 2,000 registered businesses, of which over 1,700 are operating, providing jobs for nearly 61,000 laborers inside and outside the district. The poverty rate is at 0.8%.
