The Contrasting Scenes on the 18-Trillion-VND Expressway Project: A Tale of Two Sections.

After over a year of construction, the Bien Hoa - Vung Tau Expressway (Ba Ria - Vung Tau section) is taking shape, but progress in Dong Nai has only reached 10%. With a target of opening to traffic in just eight months, the race is on to complete this ambitious project.

The Bien Hoa – Vung Tau Expressway, stretching nearly 54 km, commences at Vo Nguyen Giap Street in Bien Hoa City, Dong Nai Province, and concludes at National Highway 51 in Ba Ria – Vung Tau Province. The section traversing Dong Nai spans over 34 km, while the portion in Ba Ria – Vung Tau measures almost 20 km. The project, with a total investment of nearly VND 18,000 billion, commenced construction in June 2023.

The project is divided into three components: Component 1, overseen by the People’s Committee of Dong Nai Province, spans 16 km; Component 2, managed by the Ministry of Transport, covers 18.2 km; and Component 3, supervised by the People’s Committee of Ba Ria – Vung Tau Province, extends to 19.5 km.

Designed as a Type A expressway with speeds ranging from 100 to 120 km/h, the Bien Hoa – Vung Tau Expressway features 4-6 lanes depending on the terrain and actual conditions. Its cross-section varies from 17 to 33 meters, constructed with asphalt concrete to ensure durability and high load-bearing capacity, suitable for high traffic volume and density.

More than a year into construction, the progress of the Bien Hoa – Vung Tau Expressway in Ba Ria – Vung Tau Province is highly favorable. The project is taking shape, with several sections undergoing stone grading, foundation rolling, and asphalt paving. Additionally, Ba Ria – Vung Tau Province is rigorously employing special mechanisms, conducting weekly inspections, providing sufficient land and rocks, and reallocating work volumes to other contractors if delays occur.

To meet the deadline for inauguration on April 30 next year, workers are scheduled in three shifts of four teams, each working eight hours in the morning, afternoon, and night. After 15 days, the shifts are rotated to balance work and rest for the workers on-site.

While the project in Ba Ria – Vung Tau Province accelerates, the progress in Dong Nai Province moves in the opposite direction. As of mid-August, only 36% of the land in Bien Hoa has been handed over to the investor, and in Long Thanh, compensation plans have been approved for just 66% of the area. Consequently, the land handover process, which is crucial for construction, has not been completed as planned. According to Dong Nai Province, the delay in land clearance for the Bien Hoa – Vung Tau Expressway is attributed to challenges in inventory and compensation, staff shortages, land ownership complexities due to multiple owners, and difficulties in determining land origins. Moreover, the shortage of filling materials has also hindered the project’s progress.

Currently, National Highway 51 is the primary route connecting Bien Hoa, Dong Nai, and Vung Tau, but it often experiences congestion, especially during peak hours and holidays. The Bien Hoa – Vung Tau Expressway will significantly alleviate traffic on National Highway 51 and reduce travel time. Previously, the journey from Bien Hoa to Vung Tau took about two hours, but now it will take approximately 50 minutes.

Additionally, the Bien Hoa – Vung Tau Expressway will facilitate the transportation of goods from industrial parks to the Cai Mep – Thi Vai port cluster, one of the largest deep-water ports in Vietnam. It is worth noting that the Cai Mep – Thi Vai port cluster currently operates at only 40% capacity, with 80% of cargo transported by inland waterways and only 20% via National Highway 51.

With the Bien Hoa – Vung Tau Expressway running parallel to National Highway 51, the industrial advantages of Dong Nai and the port strengths of Ba Ria – Vung Tau will mutually enhance each other, further solidifying the two provinces’ positions as leading “industrial – port” hubs.

The Bien Hoa – Vung Tau Expressway is a pivotal transportation project in southern Vietnam. Upon completion, it is expected to meet the growing transportation demands, stimulate economic development, and enhance regional connectivity.
