In 2023, Thanh Hoa province successfully completed land clearance for an area of more than 2,286 ha/2,369 ha, which is equivalent to 96.49% of the plan and 1.47 times higher than in 2022, to facilitate 726 investment projects. Notably, 10 units completed and exceeded the plan, making it the year with the highest rate of land clearance in the province so far.
THE HIGHEST LAND CLEARANCE RATE EVER
According to the 2024 land clearance plan, Thanh Hoa province aims to clear land for 778 investment projects using land, covering a total area of 2,166.874 ha. Among these, there are 627 public investment projects, spanning over 1,056 ha, and 151 enterprise investment projects, covering more than 1,110 ha.

As of July 31, 2024, Thanh Hoa province had cleared land for investment projects using land, amounting to 1,770.893 ha, equivalent to 81.73% of the plan, and 1.51 times higher than the same period in 2023. Notably, three districts exceeded the planned land clearance rate, including Tho Xuan (109.28 ha, exceeding 81.05%), Yen Dinh (79 ha, exceeding 11.27%), and Nga Son (62.3 ha, exceeding 3.17%).
There were 13 districts and cities that achieved a land clearance rate of over 80% of the plan. Five districts attained a clearance rate ranging from 70% to below 80% of the plan. Additionally, six districts, towns, and cities had a land clearance rate of less than 70% of the plan.
Over the past two years, several key national projects implemented in Thanh Hoa province, such as the North-South Expressway and the 500kV power line from Quang Trach (Quang Binh) to Pho Noi (Hung Yen), have benefited from the province’s efficient land clearance work and timely handover of “clean” land to contractors.
Regarding the 500kV power line project from Quang Trach, Quang Binh to Pho Noi, Hung Yen, there are two component projects belonging to the 500kV power line project that pass through Thanh Hoa province. These include the Nam Dinh I Thermal Power Plant – Thanh Hoa 500kV power line project, spanning 56.4km with 133 pole foundations and 55 néo sections across six districts: Nga Son, Ha Trung, Hau Loc, Hoang Hoa, Yen Dinh, and Thieu Hoa. The other is the Quynh Luu – Thanh Hoa 500kV power line project, which covers 74.6km with 166 pole foundations and 132 néo sections across five districts and one town: Nong Cong, Nhu Thanh, Thieu Hoa, Trieu Son, Dong Son, and Nghi Son town.
Thanh Hoa province boasts the highest number of poles and foundations, with 299 locations, and is one of the two provinces with the longest power line length among the provinces through which the power line passes, at 131km.
Specifically, in terms of land clearance and resettlement, the volume in Thanh Hoa province is substantial. A total of 268 households were affected, requiring house and land clearance.
According to Mr. Mai Xuan Liem, Vice Chairman of the People’s Committee of Thanh Hoa province, despite being a key national project with a rushed implementation schedule, these projects do not have their own special mechanisms. Therefore, they must adhere to the proper procedures and regulations related to basic construction investment. Recognizing these challenges, the Standing Committee of the Provincial Party Committee of Thanh Hoa directed the Party Executive Committee of the People’s Committee of Thanh Hoa to propose solutions to accelerate land clearance and promptly hand over the site to the investor and contractor for project implementation.
Localities in Thanh Hoa where the project is located organized meetings with the people, exchanged information, and publicly announced the compensation and land clearance plan for the 500 kV power line project.
They visited each household, taking advantage of evenings and holidays to meet and encourage the people. At the same time, they reviewed and agreed on the clearance plan. The local authorities and functional agencies of the province closely monitored the situation, urged, and supported the people in relocation. Resettlement areas were arranged for the people in locations with convenient transportation and complete infrastructure.
Mr. Nguyen The Anh, Chairman of the People’s Committee of Nghi Son Town, shared with VnEconomy: “The Executive Committee of Nghi Son Town has established a propaganda and mobilization team, working closely with the Compensation Council and the people’s committees of the communes through which the power line passes to propagate and mobilize the people. In the process of mobilization, many households were away for work, so we tried our best to contact their families to get their consent. Moreover, during the implementation, the leaders of the town were always present at the site to ensure that any difficulties and problems of the people were resolved promptly and in accordance with the law.”
As of May 29, 2024, the entire land clearance work to serve the construction of the project in Thanh Hoa province was completed, ensuring the province’s commitment to the Prime Minister and the Ministry of Industry and Trade.
By fulfilling its promise to the head of the government and completing the land clearance work ahead of schedule, Thanh Hoa province has made a significant contribution to accelerating the construction progress of the 500 kV power line project. This project aims to bring electricity from the central region to the north, serving the people’s daily needs and meeting the socio-economic development requirements of the localities, including Thanh Hoa province.
MANY “BIG BIRDS” HAVE COME TO NEST
The “sweet fruits” of decisive land clearance to create “clean” land funds, along with innovative investment attraction policies, have put Thanh Hoa province back on the “investment attraction race” track, especially for foreign investment, since 2023.
Specifically, in 2023, Thanh Hoa province granted new investment registration certificates to 19 projects with a total registered investment capital of 223.81 million USD. This is equivalent to 2.1 times the number of projects and 2.86 times the investment capital compared to the same period in 2022. Additionally, Thanh Hoa approved capital adjustments for eight FDI projects with an additional capital of 63.64 million USD. Foreign investors also purchased shares and capital contributions worth 11.35 million USD, 21 times higher than the previous year.
As of the end of 2023, Thanh Hoa province had 157 valid foreign direct investment (FDI) projects with a total registered investment capital of 14.616 billion USD. Among these, 75 projects were located in the Nghi Son Economic Zone and industrial parks, while 82 projects were outside the zone and parks.
The realized capital of foreign-invested projects in Thanh Hoa province in 2023 was estimated at 453.5 million USD, an increase of 0.8% over the same period. The FDI projects in the province were basically implemented according to the progress specified in the investment registration certificates and the commitments of the investors.
In 2024, Thanh Hoa province expects to attract more than 20 new FDI projects with a registered investment capital of about 3.5 billion USD, including several large-scale projects such as the Nghi Son LNG Power Plant project with a registered investment capital of about 2.5 billion USD and the Aeon Mall Commercial Center project with an investment of 170 million USD…
Notably, among these projects, Thanh Hoa has up to six infrastructure projects for industrial parks, with a total investment of nearly VND 16,000 billion.
Specifically, the WHA Smart Technology Industrial Park project, which is part of the Phu Quy Industrial Park in Hoang Hoa district, is proposed by the WHA Group (Thailand) with an area of 178.5 ha and a total investment of VND 1,320 billion. This project has been appraised by the Ministry of Planning and Investment and submitted to the Prime Minister for approval. The WHA Smart Technology 2 – Thanh Hoa Industrial Park project, part of the Giang Quang Thinh Industrial Park in Thieu Hoa district, is also proposed by the WHA Group – Thailand with an area of 174.9 ha and a total investment of VND 1,275 billion. This project is being appraised by the Ministry of Planning and Investment.
Next is the Western Thanh Hoa City Industrial Park – Phase 1 project proposed by the Sumitomo Group – Japan with an area of 167 ha and a total investment of VND 2,918 billion. This project is being appraised by the Ministry of Planning and Investment. The 19th Industrial Park, located in the Nghi Son Economic Zone, is proposed by the Vietnam-Japan Joint Stock Company with an area of 295 ha and a total investment of VND 2,360 billion. The project is being reviewed for appraisal by the Ministry of Planning and Investment, and the investor is requested to complete the project dossier.
Furthermore, the 17th Industrial Park in the Nghi Son Economic Zone is proposed by the VAS Nghi Son Joint Stock Company with an area of 570.12 ha and a total investment of VND 6,432 billion. This project is being appraised by the Ministry of Planning and Investment, and the investor is requested to complete the dossier. The Vietnam-India High-Tech Pharmaceutical Industrial Park project, phase 1, located in the 20th Industrial Park – Nghi Son Economic Zone, is proposed by Anh Phat Trading and Construction Investment Joint Stock Company, Sri Avantika Contractors Co., Ltd., and Mr. Ramesh Babu Potluri (India) with an area of 142.2 ha and a total investment of VND 1,470 billion. This project is being reviewed for appraisal by the Ministry of Planning and Investment.
When these projects become operational, they will be a driving force for the socio-economic development of Thanh Hoa province in the coming time.
In addition, Thanh Hoa province has been and will continue to be the destination of many “big bird” enterprises in Vietnam, such as Vingroup, Sun Group, Flamingo Holding, and Sao Mai Group, with large-scale projects worth thousands of billions of VND.

The reason why we chose Thanh Hoa as our investment destination in the North is not only because we recognize the province’s development potential as it is becoming one of the four economic corners of the North, along with Hanoi, Hai Phong, and Quang Ninh, but also because of other important factors such as investment attraction policies, the accompaniment of the government with enterprises, and especially the coordination in land clearance to ensure the progress of our projects. This is evident in the three projects that our company has implemented in Trieu Son and Tho Xuan districts.”

To address this issue, the leaders of Thanh Hoa province and relevant authorities have held several meetings to analyze the root causes and devise strategic solutions. They are now rolling up their sleeves to take decisive action.

Under the direction of the Hoang Mai District Party Committee, the site clearance and compensation for the Tam Trinh Road construction project is expected to be completed by October 1, 2024. The relevant agencies and units are diligently working together to implement effective solutions and encourage local residents to cooperate and hand over the required land area for the project’s success.
