According to Mr. Nguyen The Minh, Deputy Director of the Department of Investment Management (Ministry of Transport), in an interview with VTC News, by the end of 2025, Vietnam aims to complete approximately 1,172 km of expressways, including 1,104 km planned for completion in 2025 and 68 km in 2026. However, there is a possibility to expedite the latter to meet the 2025 deadline.
The Ministry of Transport is actively and urgently addressing challenges to ensure that these projects are on track. “In response to the “500-day and night competition to complete 3,000 km of expressways” movement initiated by the Prime Minister, the Minister of Transport has inspired the entire staff, engineers, and workers in the transport sector with the spirit of “only discuss doing, not retreating,” “overcoming sun and rain,” “working in 3 shifts and 4 teams,” and even during holidays and Tet,” said Mr. Minh.
A recent report by the Ministry of Transport to the Government also revealed that seven sub-projects of the North-South Expressway are ahead of schedule and expected to be completed six months earlier than planned. These include the Bai Vot-Ham Nghi, Ham Nghi-Vung Ang, Vung Ang-Bung, Bung-Van Ninh, Van Ninh-Cam Lo, Chi Thanh-Van Phong, and Van Phong-Nha Trang projects.
“Up to now, most of the projects are basically on track, and many are even striving to finish three to six months ahead of schedule. This is a testament to the determination and efforts of the entire transport sector,” emphasized the leader of the Department of Investment Management.

Based on the progress evaluation, the Ministry of Transport categorized the projects into three groups.
Group 1 comprises 13 projects/sub-projects with a total length of 736 km, scheduled for completion in 2025. Among these, 10 sub-projects belong to the North-South Expressway in the East phase 2021-2025 from Ha Tinh to Khanh Hoa, under the management of the Ministry of Transport. This section has a total length of 610 km, and 99.7% of the land clearance has been completed. Additionally, the 3.2 km section of Tunnel No. 3 of the Quang Ngai-Hoai Nhon (Binh Dinh) sub-project, originally planned for 2026, is now expected to be finished in 2025 thanks to the contractor’s technical solutions, according to the Department of Investment and Construction.
The remaining projects in Group 1 include the Lo Te-Rach Soi Expressway (approximately 51.5 km), which only requires asphalt concrete surfacing, traffic organization, and no land clearance. Despite the late start in June 2024, it is on track for completion in 2025. The third sub-project of the Bien Hoa-Vung Tau Expressway (20 km) has completed land clearance and secured a construction output of 35%. As for the Ben Luc-Long Thanh Expressway (excluding the 3 km Phuc Khanh Bridge section), with a length of 55 km, land clearance is almost finished, and construction output has reached 82%.

Group 2 consists of 10 projects/sub-projects with a total length of 377 km, which require a focus on resolving land clearance issues, ensuring construction materials, and implementing 3-shift and 4-team work to be completed in 2025. Among them, the Can Tho-Hau Giang and Hau Giang-Ca Mau sub-projects, with a total length of 111 km, have achieved 99.7% land clearance.
The remaining projects in Group 2 include: The Cao Lanh-Lo Te Expressway (29 km), which does not involve significant work beyond asphalt reinforcement and access roads, is already under construction since April, in line with the schedule. The Hoa Lien-Tuy Loan Expressway (12 km) in Da Nang City has completed approximately 88% of land clearance and started construction on about 66% of the route. The first sub-project of Ho Chi Minh City’s Ring Road 3 (47 km) has substantially finished land clearance, while the seventh sub-project (6 km) is 99.9% cleared with a construction output of 37%. The first sub-project of the Khanh Hoa-Buon Ma Thuot Expressway (32 km) has completed 89% of land clearance and has a construction output of 8%. The third sub-project (48 km) has fully completed land clearance and reached a construction output of 16%. The Tuyen Quang-Ha Giang Expressway, managed by the People’s Committee of Tuyen Quang Province (77 km), has achieved 76% land clearance and 7.3% construction output. Meanwhile, the section managed by the People’s Committee of Ha Giang Province (27 km) has completed 100% land clearance with a construction output of 33.9%.
Several key expressway projects are in the final stages of completion.
Group 3 includes four projects with a total length of 59 km, planned for completion in 2025, but requiring dedicated efforts to ensure timely delivery. Specifically, the second sub-project of the Bien Hoa-Vung Tau Expressway (18 km) has achieved 42% land clearance, while the first sub-project (16 km) is at 25%. The third sub-project of Ho Chi Minh City’s Ring Road 3 (11 km) has completed 18% of land clearance, and the fifth sub-project (11 km) has reached 89% land clearance with a construction output of 468/4,890 billion VND…

On August 18, Prime Minister Pham Minh Chinh launched a high-intensity competition for “500 days and nights to complete 3,000 km of expressways”.
According to the Prime Minister, the 13th National Party Congress Resolution considers synchronous infrastructure development as one of the three strategic breakthroughs, with transport infrastructure as a critical pillar. The resolution sets the target of 3,000 km of expressways by 2025 and 5,000 km by 2030.
“From now until the end of 2025, we must complete at least about 1,000 km more of expressways. With limited time, all forces involved in the projects should unite with the spirit of “only discuss doing, not retreating,” “not saying no, not saying difficult, and not saying yes but not doing,” and turn plans into tangible and measurable results,” emphasized the Prime Minister.
