The Trial Council sentenced the defendants as follows:
Group of defendants guilty of “Violation of regulations on auction of assets”:
Nguyen Thi Loan (former Chairman of the Board of Directors of Vimedimex Pharmaceutical Group JSC): 3 years in prison; pay 40 million VND to the state budget.
Nguyen Quang Hung (Deputy General Director of Thanh Tri Real Estate Investment Joint Stock Company, Deputy General Director of Vimedimex Pharmaceutical Group Joint Stock Company): 18 months suspended sentence.
Ta Thi Van (General Director of Bac Tu Liem Real Estate Investment Joint Stock Company): 15 months suspended sentence.
Nguyen Xuan Duc (Deputy General Director of My Dinh Real Estate Investment Joint Stock Company, General Director of Vimedimex Pharmaceutical Group Joint Stock Company 2): 15 months suspended sentence.

Nguyen Thi Dieu Linh (General Director of Hanoi Valuation and Investment Consulting Joint Stock Company – abbreviated as Vvai Company): 24 months suspended sentence.
Nguyen Ngoc Thang (Deputy General Director of Vvai Company): 15 months suspended sentence.
Nguyen Duc Phuong (Valuator of Vvai Company): 15 months suspended sentence.
Tran Cong Tuyen (Head of Infrastructure Management and Site Clearance, Dong Anh District Project Management Board): 24 months suspended sentence.
Vuong Thi Thu Thuy (Dong Anh District Project Management Specialist): 15 months suspended sentence.
Group of defendants guilty of “Negligence causing serious consequences”:
Bui Thanh Huyen (former Deputy Chief of the Land Management Agency, Hanoi Department of Natural Resources and Environment): 36 months suspended sentence.
Nguyen Thi Cam Le (officer of Hanoi Department of Natural Resources and Environment): 30 months suspended sentence.
According to the Trial Council, defendant Loan made multiple statements at different times. The lawyers’ claim that the minutes of her statements were spliced is groundless.
During the land valuation process for the land in the southeast of Co Duong village (Tien Duong commune, Dong Anh district, Hanoi), the defendants did not conduct an objective valuation and undervalued the land, resulting in the issuance of a land valuation certificate that did not reflect the actual value (nearly VND 285 billion, equivalent to VND 17.6 million/sqm).
This caused a discrepancy in the starting price for the auction, allowing colluding companies (including defendant Loan’s company) to rig the auction and win with a low price, causing a loss of more than VND 135 billion to the state.
The Trial Council stated that the defendants’ actions were dangerous to society and infringed on the proper functioning of state agencies, causing significant losses to the state. Therefore, a severe sentence is necessary. Defendant Loan held a higher position than the other defendants and did not admit her guilt, so she needs to be isolated from society for a period.
The Trial Council also took into account the fact that all defendants in the case were first-time offenders and that the consequences of the case have been remedied to apply appropriate mitigating circumstances for some defendants.
