“From Jan 1st, 2025, a B1 driving license will no longer be valid for driving cars.”

As per the new Road Order and Traffic Safety Law, which comes into effect on January 1, 2025, a B1 driver's license will no longer permit car driving. The license will be restricted to three-wheeled motorcycles and other vehicles as specified under the A1 driver's license. This update is outlined in Article 57 (Driver's License) of the new law.

As of now, a B1 driver’s license allows holders to drive automatic cars with up to 9 seats (including the driver’s seat), automatic trucks, and specialized vehicles with a payload of less than 3,500 kg.

However, starting January 1, 2025, the B1 driver’s license will no longer be valid for driving cars. Instead, individuals will have to take a road test and obtain a B or higher driver’s license to operate a motor vehicle.

Specifically, the B driver’s license will be granted to drivers of cars with up to 8 seats (excluding the driver’s seat), trucks, and specialized vehicles with a design payload of less than 3,500 kg; and towing trailers with a maximum authorized mass of 750 kg.

From January 1, 2025, the B1 automatic driver’s license can be exchanged or reissued as a B driver’s license, but with the condition that only automatic cars can be driven. B1 and B2 driver’s licenses can be exchanged or reissued as a B or C1 driver’s license, and a certificate for operating specialized vehicles will be granted to tractor drivers with a payload of up to 3,500 kg.

Moreover, the Law on Road Traffic Order and Safety also modifies the provisions on other driver’s license categories. There will be only two types of A driver’s licenses: A and A1. The A1 license will be issued to those driving motorcycles with a cylinder capacity of up to 125 cm³ or an electric motor power of up to 11 kW. The A license will be for those operating motorcycles with a cylinder capacity of over 125 cm³ or an electric motor power of more than 11 kW, in addition to the vehicles specified for the A1 license.

The A1 driver’s license can be exchanged or reissued as an A driver’s license, but only for motorcycles with a cylinder capacity of less than 175 cm³ or an electric motor power of less than 14 kW. The A2 driver’s license can be exchanged or reissued as an A license, and the A3 driver’s license will be converted to a B1 license. The A4 license will be transferred to a certificate for operating specialized vehicles for tractor drivers with a payload of up to 1,000 kg, along with a certificate of legal knowledge training in road traffic.

The C1 driver’s license will be granted to drivers of trucks and specialized vehicles with a design weight of over 3,500 kg to 7,500 kg, and for B-category vehicles towing trailers with a design weight of up to 750 kg. The C driver’s license will be issued for trucks and specialized vehicles with a design weight of over 7,500 kg, and for B and C1 category vehicles towing trailers with a design weight of up to 750 kg.

The D1, D2, and D driver’s licenses are for those operating passenger cars with 16 to over 29 seats, along with the corresponding trailers. The BE, C1E, CE, D1E, D2E, and DE driver’s license categories will be clearly defined to meet the needs of driving trailers with larger payloads.
