Evacuating Over 52,000 People from the Path of Storm No. 3

As of 3 pm on September 6th, provinces and cities from Quang Ninh to Nghe An had evacuated 27,582 residents to safety as the storm approached. The plan, from the afternoon of the 6th to the morning of the 7th (before the storm made landfall), was to relocate an additional 25,185 people from vulnerable areas such as cages, watchtowers, and hazardous zones to safer ground.

On September 6, 2024, two central working groups were dispatched to inspect the preparations for Typhoon Number 3. Group 1, led by Deputy Prime Minister Tran Hong Ha, carried out inspections and provided guidance in Quang Ninh and Hai Phong. Group 2, led by Minister of Agriculture and Rural Development Le Minh Hoan, did the same in Nam Dinh and Thai Binh.

QUANG NINH MOVILIZES NEARLY 2,700 PUBLIC SECURITY AND MILITARY OFFICERS TO FIGHT THE TYPHOON

According to a report by the National Steering Committee for Natural Disaster Prevention and Control, as of 3:00 p.m. on September 6, the provinces and cities from Quang Ninh to Nghe An had evacuated 27,582 people to safer locations.

Specifically: 2,653 people in Quang Ninh were evacuated from fish cages; 21,510 people in Thai Binh from fish cages and watchtowers; 2,685 people in Ninh Binh from the Binh Minh II and III sea dykes; and 734 people in Nam Dinh from fish cages and watchtowers.

The plan for the afternoon and evening of September 6 and the morning of September 7 was to continue evacuating people from fish cages, watchtowers, and dangerous areas, totaling 25,185 people: 2,837 people in Quang Ninh and 22,348 people in Hai Phong.

On the afternoon of September 6, 2024, Deputy Prime Minister Tran Hong Ha personally inspected and examined the typhoon preparedness in Quang Ninh and Hai Phong. In Van Don District, Quang Ninh Province, the Deputy Prime Minister examined the typhoon shelter in Cai Rong Town, which can accommodate 1,000 vessels.

Reporting to the Deputy Prime Minister, Chairman of the Quang Ninh People’s Committee Cao Tuong Huy stated that the province had formed working groups to inspect typhoon preparedness in the area, postponed non-urgent meetings, mobilized the entire political system, and held the heads of departments, sectors, and localities accountable for any negligence or tardiness in directing and deploying typhoon and flood response, resulting in damage to people’s lives and property.

From 11:00 a.m. on September 6, the Quang Ninh Department of Transport, Quang Ninh Maritime Port Authority, Inland Waterway Port Authority, and People’s Committees of coastal localities stopped issuing permits for aquatic vehicles to go to sea. By then, nearly 5,600 fishing vessels of various types had received typhoon information and moved to safe shelters. More than 2,800 offshore aquaculture facilities had reinforced, tied, and secured ropes to ensure safety. Fishermen and workers on aquaculture facilities were evacuated to the shore by local authorities, leaving no one behind on fish cages, watchtowers, etc., when the typhoon made landfall.

Localities and armed forces stationed in the area mobilized 2,663 officers and soldiers, 68 cars of various types, 18 ships, 59 boats, and 6 special vehicles to be on standby in the assigned areas, ready to perform tasks when required. They also prepared materials such as anti-wave tarpaulins, boulders, sacks, steel baskets, steel wires, and filter cloths for dyke reinforcement in vulnerable sections.

The Deputy Prime Minister instructed Quang Ninh Province to mobilize all forces, ensure focused and smooth communication, prepare for all possible scenarios, and avoid being caught off guard, even in the most severe situations. He also emphasized the crucial role of media and communication outlets in providing continuous and timely information about Typhoon Number 3 and the preparedness of authorities and local people.

NAM DINH AND THAI BINH PREPARE MATERIALS AND PERSONNEL FOR TYPHOON RESPONSE

On the morning of September 6, the working group inspecting the response to Typhoon Number 3, led by Minister of Agriculture and Rural Development Le Minh Hoan, worked in Nam Dinh Province. They inspected key areas such as dyke systems, flood prevention works, ship anchorage areas, and critical industrial parks like the Rạng Đông Industrial Park in Nghia Hung District, the Ninh Cơ River ship anchorage area in Hai Hau District, the Cồn Tròn dyke in Hai Thinh, and the coastal dike in Thinh Long, Hai Hau.

The working group was accompanied by Nam Dinh Province’s leaders, including Provincial Party Committee Secretary Pham Gia Tuc and Vice Chairman of the Provincial People’s Committee Tran Anh Dung. Mr. Tran Anh Dung shared that as a coastal province, Nam Dinh has 535.06 km of dykes, including 279.236 km of river dykes, 39.447 km of estuary dykes, and 75.161 km of sea dykes.

Up to the present, Nam Dinh Province has been actively reviewing the status of the entire dyke system and ongoing dyke construction projects in the area. They have also been inspecting the preparedness of response plans for critical vulnerable areas and preparing personnel, materials, and equipment in line with the “four on-site” principle. This ensures that they are ready to dispatch forces and handle any situation promptly.

 

“To ensure the safety of the dyke system, Nam Dinh Province has stockpiled the following anti-storm materials: 12,488.54 cubic meters of boulders, 727 cubic meters of collected stones, 216 cubic meters of concrete components, 1,201 steel baskets, 483,800 plastic bags, 22,216 square meters of filter cloth, 67,967 square meters of anti-wave tarpaulins, and 9,742 concrete components.”

Currently, Nam Dinh has 71,200 hectares of autumn rice, with about 2,700 hectares in the flowering stage, risking damage if a severe typhoon hits. Additionally, there are 8,800 hectares of industrial crops and 14,625 hectares of aquaculture areas. There are 292 river fish cages in the province, housing 42 people, who have been informed about the typhoon and are taking proactive reinforcement measures.

On September 6, Nam Dinh Province evacuated all 734 workers from offshore aquaculture facilities and fish cages to safer locations inland before the typhoon’s landfall. They also implemented evacuation plans for residents based on different typhoon scenarios in the area.

Minister Le Minh Hoan inspected the typhoon prevention work in Thai Binh Province on the afternoon of September 6. The provincial leaders reported that they had strictly prohibited vessels from going to sea and halted all aquaculture, fishing, and other activities in the estuarine, coastal, and offshore areas from 5:00 a.m. on September 6, 2024. They also relocated households living in vulnerable houses and areas, including those involved in ngao farming and aquaculture, to safer places and closed the dikes, sea doors, and river dikes. These tasks were completed by 6:00 p.m. on September 6, 2024.

The province of Thai Binh also instructed residents and agencies to reinforce their homes, warehouses, schools, hospitals, docks, factories, and fish cages and farms on rivers and coasts.

Regarding agricultural production in Thai Binh, the province has 74,327 hectares of autumn rice, with about 26,000 hectares in the flowering stage. There are 672 fish cages for aquaculture in the province, and 1,152 beavers in total (specifically: 1,120 in Tien Hai and 32 in Thai Thuy). Thai Binh has 37 critical vulnerable dyke, revetment, and sluice gate sections, for which response plans have been established and approved, with local forces preparing personnel, materials, and equipment following the “four on-site” principle. They are ready to respond promptly when ordered or in case of an incident.
