The Country’s Highest-Earning Province: Four Cities, Four Urban Powerhouses

Bình Dương, a province in the key economic region of Southern Vietnam, was re-established on January 1, 1997. It is the province with the most cities in the Southeastern region of the country, including: TP. Thu Dau Mot, TP. Thuan An, TP. Di An, TP. Tan Uyen, and TP. Ben Cat, along with four districts: Bau Bang, Dau Tieng, Phu Giao, and Bac Tan Uyen.

Once a poor province relying mainly on agriculture, Binh Duong has transformed into an industrialized province with a rapid pace of industrialization and urbanization. Its urbanization rate is among the highest in the country. According to the General Statistics Office, in 2023, Binh Duong had the highest per capita income in Vietnam, reaching 8.29 million VND/person/month.

According to the Binh Duong Provincial Planning for the period of 2021-2030, with a vision towards 2050, by 2030, Binh Duong will become a centrally-governed city. The average economic growth rate for the period of 2021-2030 is targeted at about 10%/year, and the GRDP per capita in 2030 is expected to reach approximately 15,800 USD. The urbanization rate target is 88-90%.

Although the number of cities, their density, and the urbanization rate are very high compared to the national average, Binh Duong has a high density of three cities: TP. Thu Dau Mot, TP. Di An, and TP. Thuan An, which are relatively large urbanized areas (the density of these two cities is the highest compared to the provincial average of 3.0 – 8.3 times) and play crucial roles in the province, the Southeastern region, and the national urban system.

According to the Consolidated Planning Report of Binh Duong province, the province aims to develop four cities (including the town of Ben Cat, which was recently upgraded to a city in 2024) with a 100% urbanization rate.

Thu Dau Mot City

Thu Dau Mot City is the political, administrative, economic, cultural, social, and urban center of Binh Duong province and the Southeastern region. It is a smart city and the innovation hub of Binh Duong, focusing on high-tech industries and high-quality services. The city serves as a transportation hub for domestic and international exchanges, driving economic and social development in the inter-provincial region of the Southeast.

According to the development orientation of Thu Dau Mot City, by 2025, the population is expected to reach approximately 400,000, with an intra-city population of 400,000; by 2030, the city’s population will be 550,000, with an intra-city population of 550,000, and an urbanization rate of 100%.

The development model comprises three functional regions corresponding to the three dynamic spaces of the city. The Northern dynamic region serves as the provincial administrative center and the innovation hub of the Southeast region. The Southern dynamic region is a cultural and historical urban area, including the old town and its vicinity. The Western dynamic region, or the “Green Capital,” is the western space of the city, on the left bank of the Saigon River, across from Cu Chi.

Di An City

Di An City is a service, education, and industrial center of Binh Duong province and a university town with key regional transportation connections. Its industrial development is specialized and oriented towards high-tech industries. The city serves as a regional linkage space between Binh Duong’s urban area and Ho Chi Minh City, combining high-tech services and commerce with the development of transportation hubs.

Additionally, Di An is a regional education and training hub, a high-density residential and commercial center, and a logistics development center integrated with urban expansion. By 2025, the targeted population of the city is approximately 550,000, with an intra-city population of 550,000; by 2030, the population is expected to reach 600,000, with an intra-city population of 600,000, and an urbanization rate of 100%.

During the 2021-2025 period, Di An City will focus on investing in several infrastructure projects that will significantly impact socioeconomic development (National Highways 1A and 1K, the completion of Ring Road 3, the Ho Chi Minh City-Thu Dau Mot-Chon Thanh Highway, and the Northeast Ring Roads). The city aims to build modern and sustainable urban areas and allocate resources to meet the criteria for a first-class city, directly under the province.

Thuan An City

Thuan An City is one of the northern sub-centers of the Ho Chi Minh City metropolitan area – the northern gateway to Ho Chi Minh City, connecting Binh Duong, Binh Phuoc, and Nam Tay Nguyen provinces. It is a large-scale service and industrial city in the southern part of Binh Duong province and a vital national and international transportation hub for the Ho Chi Minh City region, with significant defense and security importance.

According to the city’s development orientation, by 2025, the population is expected to reach approximately 670,000, with an urban population of 670,000; by 2030, the population will be around 700,000, with an urban population of 700,000, and an urbanization rate of 100%.

Thuan An’s economic development is oriented towards three main regions: Region 1 (ecological, urban, and traditional service areas); Region 2 (industrial and logistics center); and Region 3 (existing urban areas and new developments).

Ben Cat City

On April 25, 2024, the Town’s Party Committee, People’s Council, People’s Committee, and Fatherland Front Committee of Ben Cat held a ceremony to announce the National Assembly Standing Committee’s Resolution on establishing An Dien and An Tay wards in Ben Cat Town and upgrading Ben Cat to a city under Binh Duong province. With this upgrade, Binh Duong now has the most cities in Vietnam.

Ben Cat is the driving force and nucleus of Binh Duong province, serving as a center for industry, culture, and education. It is a transportation hub in the southwest of Binh Duong province, focusing on clean and high-tech industries. According to the Consolidated Planning Report of Binh Duong province, by 2030, Ben Cat’s population is expected to reach approximately 550,000 (official population of 460,000 and converted population of 90,000), with an urbanization rate of nearly 100%. By 2040, the population is projected to be 740,000, and by 2050, it will reach 800,000.
