The Provincial People’s Committee of Binh Duong has recently organized a meeting to approve the proposal from the Department of Construction regarding the consideration and addition to the urban development area list in the Ben Cat Urban Development Program.

Accordingly, the Department of Construction has recommended that the Provincial People’s Committee add 9 urban development areas to the list. Among them, there are 3 urban development areas along the Beltway 4, including An Dien, An Tay (port-logistics-service urban area), Hoa Loi (high-rise mixed-use area), Tan Dinh, Hoa Loi (urban-commercial-service area).

In addition, there are newly planned urban development areas such as My Phuoc (high-rise mixed-use area), Chanh Phu Hoa (development area based on transportation hub), and Phu An, An Dien (high-rise mixed-use area); and urban redevelopment areas such as My Phuoc (low-rise mixed-use area) and Tan Dinh (high-rise mixed-use area).

Regarding this matter, the leaders of the Department of Natural Resources and Environment stated that among the 9 aforementioned areas, there are 3 urban development areas along the Beltway 4. This is consistent with the province’s policy and is also suitable for land fund exploitation, generating revenue from land for the socio-economic development of Binh Duong province.

In addition, the meeting has approved the investment policy for the An Son Primary School Project in An Dien Commune, Ben Cat Town, with a total investment of over VND 127 billion. The project is scheduled to be implemented from 2024 and completed in 2027.

The 5th City of Binh Duong

In late November 2023, the Provincial People’s Council of Binh Duong issued Resolution No. 43 approving the establishment of An Dien Ward, An Tay Ward in Ben Cat Town, and transforming Ben Cat Town into Ben Cat City.

Accordingly, An Dien Ward, An Tay Ward will be established based on the conversion of the current area, administrative boundaries, and population of An Dien Commune, An Tay Commune in Ben Cat Town. Ben Cat City will be established based on the conversion of the current area, administrative boundaries, and population of Ben Cat Town.

Ben Cat City will cover the entire natural area of 234.35 km2, with an estimated population of about 364,578 people.

After its establishment, Ben Cat City will have 8 administrative units at the commune level, including 7 wards: Chanh Phu Hoa, Hoa Loi, My Phuoc, Tan Dinh, Thoi Hoa, An Dien, An Tay, and Phu An Commune.

If officially established, Ben Cat City will be the 5th city of Binh Duong after Thu Dau Mot City, Tan Uyen City, Di An City, and Thuan An City, making Binh Duong province one of the provinces with the most cities in the country (alongside Quang Ninh).

In 2023, the economy of Ben Cat Town continued to grow well, with a GDP growth rate of 12.1%, surpassing the target set by the Town’s People’s Council. The economic structure shifted in the right direction, with industry accounting for 70.1%, trade and services accounting for 29.7%, and agriculture accounting for 0.2%.

The total actual production value reached over VND 285 trillion, an increase of 21.1% compared to the same period; the industrial production value reached over VND 199 trillion. During the year, 671 investment projects were attracted, bringing the total number of projects in the town to 6,441; 498 new small and medium-sized enterprises were established.

Overall, in 2023, Ben Cat Town achieved 25 out of 26 targets set by the resolution for the year, with 11 targets exceeded.

Currently, Ben Cat is implementing several transportation projects, including the upgrade and expansion of DT.748 road section from Phu Thu junction to North My Phuoc Ring Road; preparation for compensation of Beltway 4 project and Upgrading and expanding the road section from DH.606 to the junction with North My Phuoc Ring Road.

Moreover, Binh Duong province is calling for investment in the An Tay River Port Project, located adjacent to the Saigon River with an area of ​​100 hectares and a total investment capital of nearly VND 2,300 billion.

The port is planned to be located adjacent to the Saigon River, to the south of An Tay Commune, Ben Cat Town, Binh Duong province. It will be built to serve cargo transportation activities, forming a logistics service chain with a multimodal transportation model.

This port project aims to transport goods by waterway from the inland areas of Binh Duong province to deep-water seaports like Cai Mep – Ba Ria Vung Tau and Cat Lai Port in Ho Chi Minh City.
