
According to the Hoa Binh province’s master plan for the 2021–2030 period, with a vision towards 2050, which was approved by the Prime Minister, a Hanoi – Hoa Binh – Son La – Dien Bien (CT.03) expressway will be constructed within the province. This expressway will comprise two sections within Hoa Binh: the Hoa Lac – Hoa Binh section and the Hoa Binh – Moc Chau section.

The Hoa Lac – Hoa Binh section is currently a plain road with a 12-meter-wide foundation and four lanes. The Hoa Binh provincial government has agreed on the investment plan to upgrade the Hoa Lac – Hoa Binh road, which will be 23 kilometers long (up to the section near National Highway 6).

The Hoa Lac – Hoa Binh road will be transformed from its current plain road status to an expressway with six lanes and a designed speed of 100 km/h. The total investment for the Hoa Lac – Hoa Binh section is expected to be around VND 9,382 billion, utilizing the PPP (public-private partnership) model with the involvement of state capital. The project is slated for completion before 2030.

On the other hand, the Hoa Binh – Moc Chau expressway section will span 85 kilometers, with an initial expected total investment of over VND 22,000 billion. However, due to various challenges, this expressway has been divided into three sections, and currently, a 34-kilometer section is being studied, with an investment of VND 10,000 billion. This section is scheduled for completion between 2024 and 2028.

Since both sections are part of the larger Hanoi – Hoa Binh – Son La – Dien Bien (CT.03) expressway, as per the master plan, the Hoa Lac – Hoa Binh and Hoa Binh – Moc Chau expressways will be connected at the Hoa Binh 5 Bridge.

The Hoa Binh 5 Bridge will span the Da River, connecting Yen Mong commune and Ky Son town. On the Yen Mong side, the bridge will intersect with Provincial Road 317.

On the Ky Son town side, the Hoa Binh 5 Bridge will connect with the Hoa Lac – Hoa Binh expressway near the Nang Hong Kindergarten and the Ky Son General Hospital.

Observations suggest that the distance between this area and the nearest bridge is approximately 5 to 7 kilometers without taking into account the detour. As a result, many locals opt to use a ferry to cross the Da River.

Details about the Hoa Binh 5 Bridge are scarce at this point. According to the master plan, six bridges will be constructed over the Da River within the Hoa Binh province. Thus far, three out of the six planned bridges—Hoa Binh Bridges 1, 2, and 3—have been completed, connecting the two banks of the river. The construction of the Hoa Binh Bridges over the Da River is of significant importance. Once completed, these bridges will facilitate smoother transportation for locals, promote more balanced development, and open up new opportunities for urban growth in the Hoa Binh province.
