As Typhoon No. 3 loomed over the North Central region, including Thanh Hoa province, many rice farmers decided to harvest their crops early to minimize potential losses.

On the night of September 5, Ms. Nguyen Thao, a resident of Xuan Giang commune, Tho Xuan district, shared her concerns about the impending typhoon. “We’ve worked hard all year, and now, just as we’re about to harvest, we’re faced with this storm. To minimize losses, many households in my commune have decided to harvest their rice early.” She added, “It’s almost midnight, and people are still out in the fields, waiting for their turn with the harvesting machine. We can already hear thunder in the distance, and we’re hoping that everyone will be able to bring in their crops safely.”

Authorities issue sea ban starting at 12:00 on September 6

On the night of September 5, the People’s Committee of Thanh Hoa province issued a document regarding the urgent response to Typhoon No. 3.

To ensure the safety of residents in high-risk areas, especially those engaged in aquaculture activities, it was ordered that all vessels and aquaculture facilities in unsafe areas be evacuated to safer locations. This included areas with potential for high waves, flooding, and landslides, as well as areas prone to inundation due to storm surges and heavy rains. The authorities emphasized that under no circumstances should people remain in dangerous areas during the typhoon’s impact, and if necessary, they would enforce mandatory evacuations to protect the safety of the residents.

The document also provided instructions to ensure the safety of dykes, reservoirs, and transportation systems, as well as to minimize damage to houses, warehouses, offices, public buildings, industrial parks, factories, and enterprises. It emphasized the need for proactive deployment of forces, supplies, and equipment to critical areas to promptly address any issues that may arise during the typhoon and subsequent flooding.

Additionally, it was stated that leaders of organizations, agencies, and units who display negligence or complacency in performing their duties related to typhoon and flood prevention and control will be held accountable. Furthermore, owners of enterprises, vessels, and aquaculture facilities who fail to comply with the directives of competent authorities and authorized forces will be strictly handled according to regulations.

As of the night of September 5, strong winds and rain had already been recorded in some areas of Thanh Hoa province.
