Regarding the challenges faced by the People’s Committee of Ho Chi Minh City in applying the land price framework according to the 2024 Land Law, today (September 11th), Mr. Le Hoang Chau, Chairman of the Ho Chi Minh City Real Estate Association, shared an overview of the meeting held by the Ministry of Natural Resources and Environment on September 10th.
According to Mr. Chau, the representatives from the attending agencies highly appreciated the conclusion of the Ho Chi Minh City Party Committee’s Standing Board on the necessity of constructing an adjusted land price framework to be applied in the city until December 31st, 2025.
At the same time, according to the relevant agencies’ representatives, the creation of an adjusted land price framework must adhere to the procedures outlined in the 2024 Land Law and Decree 71/2024, taking into account the local context and land price situation. Ho Chi Minh City has the full authority and responsibility to develop this adjusted land price framework.

Regarding the nearly 9,000 land-related dossiers stuck at the Ho Chi Minh City Tax Department, Mr. Chau shared that the delegates agreed that the tax authority correctly applied the “principle of applying the law.” This means that dossiers received at any given time will be processed according to the legal provisions in force at that specific time.
Furthermore, after considering the suggestions, the leadership of the Ministry of Natural Resources and Environment expressed their intention to promptly consolidate and report to the Prime Minister for further guidance and directives.
As previously reported, on August 30th, the Ho Chi Minh City Department of Natural Resources and Environment sent an urgent document to the Ministry of Natural Resources and Environment, detailing the challenges in applying the land price framework according to the new Land Law and proposing adjustments to the current framework to align with the city’s context.
Due to the lack of an adjusted land price framework, nearly 9,000 land dossiers in Ho Chi Minh City were left without financial obligations calculations in August. To address this, the Ho Chi Minh City Tax Department recommended that the city’s People’s Committee promptly issue an adjusted land price framework to provide a basis for calculating financial obligations for the aforementioned pending land dossiers.
