Prime Minister Approves Emergency Aid of VND 100 Billion for Five Northern Provinces to Recover from Storm Yagi’s Devastation

The Deputy Prime Minister, Ho Duc Phoc, has signed Decision No. 943/QD-TTg, authorizing emergency support to address the damage caused by the third storm.

Decision No. 943/QD-TTg by the Prime Minister states that VND 100 billion will be allocated from the central budget’s reserve fund for 2024 to five localities to help them recover from the storm and stabilize their residents’ lives.

The five localities receiving support are as follows: Nam Dinh (VND 20 billion), Thai Binh (VND 30 billion), Hai Duong (VND 20 billion), Yen Bai (VND 20 billion), and Hung Yen (VND 10 billion).

The People’s Committees of Nam Dinh, Thai Binh, Hai Duong, Yen Bai, and Hung Yen provinces are responsible for allocating and utilizing the above-mentioned additional funds in accordance with the Law on State Budget and other relevant legal documents. They must ensure efficient and economical use of the funds, preventing any waste, corruption, or negative issues, and combining the central budget support with local budget funds and other legal capital sources to promptly overcome the damage caused by Storm No. 3.

Additionally, the localities of Quang Ninh and Hai Phong have reported that they are currently balancing their resources to recover from the storm. Therefore, central budget support will be considered and provided if these localities submit proposals.

As of the Ministry of Agriculture and Rural Development’s report released at 10:00 AM on September 10, 2024, the damage inflicted by the third storm, floods, and landslides stood at a grim count of 104 lives lost or missing (65 dead and 39 missing). The storm and its aftermath also left 48,337 homes damaged.
