On September 10th, the People’s Court of Nghe An province opened a first-instance criminal trial to judge Le Thanh Hung (born in 1991, residing in Dien Ky commune, Dien Chau district, Nghe An province) for “Appropriating property by fraud” and “Forging documents of agencies and organizations; Using fake seals, forged documents of agencies and organizations.”

According to the case file, Le Thanh Hung was a scrap dealer. To have money to spend and gamble online, from July 2022 to July 2023, Hung boasted to everyone that he could handle procedures related to land use right certificates (red book), land splitting, and change of land use purpose to defraud many victims.

Believing Hung, many people made applications and gave money to Hung to process the land-use right certificate. However, after receiving the money, Hung did not keep his promise but took it for personal spending and online gambling instead.

To avoid being discovered by the people, Hung ordered fake red books online and gave them to the victims. Hung also forged land registration receipt papers and used fake seals of the Dien Chau District Land Registration Office to gain the people’s trust.

The investigating agency determined that within one year, from July 2022 to July 2023, Le Thanh Hung had defrauded seven victims, appropriating more than VND 2.5 billion.

At today’s trial, Le Thanh Hung pleaded guilty as charged. Hung confessed that he had the intention to defraud others due to online gambling losses. Hung apologized to the victims and promised to work to compensate them after his release from prison.

Many victims present at the trial requested the court to strictly handle the case according to the law and asked Hung to return the appropriated money.

The Council evaluated that the defendant’s behavior is dangerous to society. In this case, the defendant has the aggravating circumstance of recidivism, committing crimes two or more times, and committing crimes against people over 70 years old.

When committing this fraud, Le Thanh Hung was in the probationary period after serving a 20-month suspended sentence for the crime of “Trading in prohibited goods.”

Considering the comprehensive nature of the case, the Council sentenced Le Thanh Hung to 16 years in prison for “Appropriating property by fraud,” six months in prison for “Forging documents of agencies and organizations,” and six months in prison for “Using fake seals and forged documents of agencies and organizations.” In addition, the Council decided to convert the previous suspended sentence into a prison sentence, requiring the defendant to serve 20 months in prison. The total sentence that defendant Le Thanh Hung must serve is 18 years and eight months in prison.
