The Central Province Invites Investment for the $2-Billion-Plus LNG Power Project

The Nghe An Department of Industry and Trade recently convened a meeting with investors to disclose and provide information on the LNG Quynh Lap project. This significant power project is a priority in the Power Development Plan VIII and will have a substantial impact on the region's energy landscape.

The LNG-fired power project in Quynh Lap, Hoang Mai town, Nghe An province, with a capacity of 1,500MW, is one of the important and prioritized power projects in the master plan approved by the Prime Minister in Decision No. 500/QD-TTg dated May 15, 2023, and Decision No. 262/QD-TTg dated April 1, 2024, on the implementation plan of the Power Development Master Plan for the period of 2021 – 2030, with a vision to 2050.

The project, with a total investment of approximately 2.15 billion USD, includes the construction of an LNG-fired power plant, LNG storage facilities, a receiving port, a breakwater, and auxiliary works. It is expected to be commercially operated before 2030.

Covering an area of 210-360 hectares, the project will require approximately 1.15 million tons of LNG per year, and the receiving port will be capable of accommodating vessels with a deadweight of about 100,000 DWT.

At the working session, representatives from the Department of Industry and Trade and the Management Board of Southeast Economic Zone introduced the LNG Quynh Lap Project and the overall planning for the project, including the project site and the planning of Dong Hoi Port.

After discussing issues related to land clearance, planning, investment procedures, and investor selection, the management board and departments provided clarification and guidance to potential investors on relevant matters within their management domains.

According to Mr. Pham Van Hoa, Director of the Department of Industry and Trade, the working session aimed to provide interested investors with access to information about the project and its related planning. It also served as a guide for investors to follow the proper investment procedures as stipulated by law. Additionally, the session communicated the timeline and location for receiving project proposals from potential investors.

As a prioritized power project, the LNG Quynh Lap Project holds significant importance in the Power Development Master Plan. The proposal submission will commence on September 20, 2024. Interested investors are invited to coordinate with relevant departments to gain a better understanding and proceed with the necessary procedures. The involved departments, sectors, and localities are committed to facilitating a smooth administrative process for prospective investors.
