The Ho Chi Minh City People’s Committee has recently announced its plan to auction land plots in the Thu Thiem New Urban Area, Thu Duc City.
As per the plan, during the period of 2024 – 2025, Ho Chi Minh City will terminate the signed contracts for the sale of auctioned assets with the winning bidders for four land plots: 3-5, 3-8, 3-9, and 3-12 in Function Area 3.
Concurrently, the city will organize auctions for three land plots located in Function Area 1 and Function Area 3. Specifically, Lot 1-2 (spanning 7,800sqm) and Lot 1-3 (5,000sqm) are both designated for multi-functional residential use, while Lot 3-5 (6,500sqm) is planned for mixed-use residential and commercial development. The auction is expected to take place in June 2025.

Ho Chi Minh City is set to auction off three land plots in Function Area 1 and Function Area 3 in June 2025.
Following this phase, Ho Chi Minh City plans to auction off four more land plots in Function Area 1, three in Function Area 3, and one in Function Area 7. The auctions are expected to take place between July 2025 and 2026.
Regarding the Sports and Entertainment Complex 2c, which comprises six lots, the Ho Chi Minh City People’s Committee has entrusted Thu Duc City to collaborate with the Department of Planning and Architecture to carry out procedures for adjusting the 1/2000 and 1/500 detailed construction planning in accordance with regulations. The Department of Natural Resources and Environment has been assigned to present to the Ho Chi Minh City People’s Committee for approval of the selection of investors through auctions.
As for land plots 1-12 and 1-20, the People’s Committee of Thu Duc City is responsible for reporting on the progress of compensation and site clearance. The Department of Natural Resources and Environment will present to the Ho Chi Minh City People’s Committee for approval of investor selection through auctions.
In terms of implementation, the Ho Chi Minh City People’s Committee has assigned the Department of Natural Resources and Environment (as the standing agency of the Working Group 3588) to regularly inspect and urge the implementation process; proactively take the lead and coordinate with members of Working Group 3588, related departments, and units to resolve any issues that arise during the execution; and promptly report on progress and results. In case of difficulties beyond their authority, they are to report, advise, propose, and submit to the Ho Chi Minh City People’s Committee.
The Ho Chi Minh City Land Development Center is responsible for organizing the auction of land use rights in accordance with regulations and for organizing and signing contracts with units or organizations to conduct the auction as per bidding regulations.
