The Perfect Title: “Danang Awaits the Prime Minister’s Decision on the Golden Hills Project Fate.”

The People's Committee of Danang City issued an investment registration certificate for the Golden Hills project without going through the proper procedure of reporting to the Prime Minister first, which has resulted in numerous complications.

The People’s Committee of Da Nang City has provided information on the proposals of Trung Nam Joint Stock Company (Trungnam Land) regarding the Quan Nam – Thuy Tu Eco-Urban Area project (Golden Hills City – Lien Chieu District).

The developer has requested adjustments and updates to investor information, project name, and objectives, including the addition of constructing houses for sale or rent-to-own. Trungnam Land also proposed an increase in the project’s scale and total investment capital from VND 4,447 billion to VND 7,648 billion. The suggested timeline for project implementation has been extended from 2010-2016 to 2023-2029.

Golden Hills City project is located near the Cu De River in Lien Chieu District, Da Nang City.

According to the People’s Committee of Da Nang, the city had previously issued an investment registration certificate for the project but had not completed the necessary procedures to submit to the Prime Minister for approval as required. Therefore, the authority to approve the project adjustments lies with the Prime Minister, and the People’s Committee of Da Nang does not have a basis to implement the proposals of Trungnam Land.

The People’s Committee of Da Nang also mentioned that the Ministry of Planning and Investment has provided opinions on the project’s obstacles, and the local authorities are working on resolving them.

The Golden Hills City project was granted land by Da Nang City in October 2008, and the investment registration certificate was issued in March 2010, covering an area of approximately 381.3 hectares.

In 2012, the Government Inspectorate concluded that there were numerous violations related to land allocation, land leasing, and investment licensing at the project, which did not comply with regulations.

Many components of the project have been left abandoned due to obstacles following the conclusion of the Government Inspectorate.

However, Da Nang City has issued pink books (land ownership certificates) for hundreds of hectares within the project, and Trungnam Land has sold numerous villas and townhouses, with residents moving in.

In June 2023, the Da Nang People’s Committee sent a dispatch to the Prime Minister’s Working Group, the Ministry of Construction, and the Ministry of Planning and Investment regarding this issue.

In December 2023, Da Nang continued to send dispatches to relevant ministries. On June 27, 2024, the city sent another dispatch to the Prime Minister and related ministries, requesting their consideration and handling of the company’s proposals. The city is currently awaiting the Prime Minister’s decision.
