At 2 a.m. today (9/9), the water level upstream of Thac Ba Lake was at an elevation of 57.87 meters, with an inflow of 3,307 cubic meters per second and a discharge of 974 cubic meters per second.
Following the operation regulations of the reservoir system on the Hong River, the Minister of Agriculture and Rural Development requested the Director of Thac Ba Hydropower Joint Stock Company to closely monitor the flood situation, safety of the project, inflow to the lake, and water levels upstream and downstream of the reservoir. Timely reports are to be submitted to the Ministry of Agriculture and Rural Development (via the Department of Dike Management and Disaster Prevention) and relevant agencies as prescribed.
Ensuring the safety of structures and riverine activities during the opening of the third spillway gate of Thac Ba Hydropower Lake
The Ministry of Agriculture and Rural Development has sent a document requesting the People’s Committees of Yen Bai, Phu Tho, Vinh Phuc, and Hanoi provinces/cities to proactively implement solutions to ensure the safety of structures and activities along the river when Thac Ba Hydropower Lake opens its third spillway gate at 6 a.m. today.
The content of the document requests the People’s Committees of the above-mentioned provinces/cities to immediately notify the levels of local government, people, and organizations operating on and along the river; aquatic breeding facilities; water transport vehicles; ferry terminals; review and ensure the safety of constructions under construction; and activities involving the exploitation, collection, and transshipment of sand and gravel. They should be informed about the discharge of Thac Ba Hydropower Lake to proactively take preventive measures to ensure the safety of people and property.
Direct relevant agencies and units to coordinate with the lake’s management to ensure the safety of curious onlookers who may gather near the spillway gate area.
Report and promptly propose handling solutions for abnormal situations that may occur during the discharge process to the Ministry of Agriculture and Rural Development (via the Department of Dike Management and Disaster Prevention).

On the evening of July 30th, as I strolled with a group of foreign friends through District 1’s 23-9 Park, along Pham Ngu Lao Street towards Nguyen Thai Hoc Street, an eyesore of litter and debris unfolded before us. Black plastic garbage bags piled up under trees, while discarded cardboard boxes and styrofoam containers littered the sidewalks and roadsides, some torn and tattered beyond recognition. The mess was further exacerbated by overflowing trash cans and indiscriminately scattered rubbish. To make matters worse, the adjacent shops and eateries had encroached onto the pavement, with vegetable stalls taking over the entire sidewalk, their runoff water creating a slippery mess on the road.
