A Meeting of Great Minds: Prime Minister Pham Minh Chinh and the Lao People’s Revolutionary Party Central Committee’s General Secretary and President

On the afternoon of September 10, at the Government Headquarters, Prime Minister Pham Minh Chinh met with the General Secretary and President of the Lao PDR, Mr. Thongloun Sisoulith. This meeting was held on the occasion of the official state visit to Vietnam by the Lao leader, who was accompanied by a high-level delegation of the Lao People's Revolutionary Party and Government.

At the meeting, on behalf of the Government of Vietnam, Prime Minister Pham Minh Chinh warmly congratulated General Secretary and President of Laos, Thongloun Sisoulith, on his state visit to Vietnam, bringing along the comradely and fraternal sentiments of the Lao Party, State, and people.

General Secretary and President Thongloun Sisoulith expressed his delight in making the state visit to Vietnam and thanked the Vietnamese leadership, Party, State, and people for the warm and gracious reception accorded to the high-level delegation of Laos. He congratulated Vietnam on the great and comprehensive achievements in economic and social development and international integration over the years, especially the solid political stability and rapid and sustainable economic growth, along with its enhanced role and position in the international arena.

General Secretary and President Thongloun Sisoulith expressed his confidence that under the effective governance of the Vietnamese government, Vietnam would continue to garner even greater victories in nation-building and development, successfully realizing the goals set forth by the 13th Congress of the Communist Party of Vietnam.

In light of the damages caused by Storm No. 3, General Secretary and President Thongloun Sisoulith sent his sincere inquiries to the Vietnamese people, especially those localities and individuals affected by this natural disaster. He also expressed his belief that under the leadership and close attention of the Vietnamese Party and Government, from the central to local levels, the Vietnamese people would overcome all difficulties, and the lives of the affected people and regions would soon stabilize and return to normalcy.

Prime Minister Pham Minh Chinh emphasized that the visit of the Lao General Secretary and President to Vietnam is of great significance and marks a milestone in the history of bilateral relations. It contributes to fostering the great solidarity between Vietnam and Laos, deepening practical cooperation, and bringing prosperity to the people of both nations, as well as contributing to peace, stability, cooperation, and development in the region and the world.

The Prime Minister congratulated Laos on its great achievements in national protection and development over nearly 40 years of reform, as well as in implementing the resolutions of the 11th Congress of the Lao People’s Revolutionary Party and the 9th Five-Year National Socio-Economic Development Plan (2021-2025). He expressed his confidence that under the wise leadership of the Lao People’s Revolutionary Party, with General Secretary and President Thongloun Sisoulith at the helm, Laos will successfully realize the resolutions of the 11th Party Congress and the 9th Five-Year National Socio-Economic Development Plan.

On this occasion, Prime Minister Pham Minh Chinh briefed on Vietnam’s recent socio-economic development and expressed his gratitude for the sympathy and condolences extended by the Lao Party, State, and people to Vietnam following the losses incurred by Storm No. 3. This gesture reflects the traditional comradely and fraternal sentiments of closeness and mutual support between the two nations.

Prime Minister Pham Minh Chinh and General Secretary and President Thongloun Sisoulith expressed their delight at the continuously strengthened bilateral relations, which are increasingly substantive and effective. Political relations remain close and trustworthy, and cooperation in national defense and security continues to be an important pillar. Economic, trade, and investment relations, along with collaboration in education, culture, science and technology, and between localities, are thriving.

The two leaders agreed on future cooperation directions, emphasizing the need to continue close coordination in implementing high-level agreements, the outcomes of the 46th meeting of the Vietnam-Laos Inter-Governmental Committee, and the results of the state visit to Laos by President To Lam. They also agreed to enhance cooperation between the two countries’ ministries, sectors, and localities.

They agreed to enhance high-level and all-level delegation exchanges, promote defense and security cooperation as important pillars, and boost effective economic and trade collaboration. They also agreed to create more favorable conditions for businesses from both countries to invest and operate in each other’s countries, and to continue supporting each other in building an independent, self-reliant economy while deeply integrating into the international community. Additionally, they agreed to strengthen the connectivity between the two economies and between Vietnam, Laos, and Cambodia, particularly in institutions, finance, transportation infrastructure, energy, telecommunications, and tourism.

The two leaders also agreed to focus on addressing bottlenecks in the implementation of important projects, continue to prioritize education, culture, tourism, banking, and people-to-people exchange cooperation, and enhance collaboration in defense and security.

Given the complex regional and international context, the two sides agreed to continue exchanging information and closely coordinating their support for each other at international and regional forums, especially within ASEAN, the United Nations, and sub-regional mechanisms. Prime Minister Pham Minh Chinh emphasized that Vietnam will coordinate and provide maximum support to Laos in its capacity as Laos assumes important international responsibilities in 2024, including the role of ASEAN Chair.
