Hanoi’s Dong Da District Public Security Investigation Agency (Hanoi) on September 8 decided to prosecute and arrest Le Vu Ngoc (aka Ngoc ‘Say’, DOB 1960, residing in Trang Tien Ward, Hoan Kiem District, Hanoi) for “Disturbing public order”.

According to the investigation results, on consecutive days of June 25 and 28, 2023; August 27 and 28, 2023; and September 9, 2023, Le Vu Ngoc, along with several people claiming to be veterans, used three-wheeled vehicles to gather at the Huong Sen Center (address: 49 Thai Thinh, Thinh Quang Ward, Dong Da District) to pressure Ms. Pham Thi Hoa (Chairman and Director of Huong Sen Health Care Center) into repaying her debts. Prior to this, Ms. Hoa had borrowed money from multiple individuals through investment schemes related to upgrading the Sen – Tai Thu health care facility.

During these incidents, Le Vu Ngoc and his companions blocked the entrance and exit of Gate 3 of the Central Acupuncture Hospital, which also serves as the entrance to the Huong Sen Center. Ngoc sat and lay down in the pathway, obstructing the movement of staff and patients. The group also shouted and spoke loudly, causing fear among those present at the center for health examinations and treatment.

Notably, on September 9, 2023, Le Vu Ngoc, along with several people claiming to be veterans, drove 32 three-wheeled vehicles to block the entrance and exit gate of the Central Acupuncture Hospital and the Huong Sen Center. Ngoc positioned his three-wheeled vehicle close to the wall, intentionally blocking the passage for private and public vehicles.

The authorities explained the situation and coordinated with the security guards to move Ngoc’s three-wheeled vehicle to allow the passage of an ambulance. However, Ngoc refused to comply and called his companions who were waiting outside the gate, instructing them to join him in blocking the road and creating pressure so that the authorities could not move the three-wheeled vehicle. When the authorities attempted to push Ngoc’s vehicle, he directed his companions to remain inside and pull the handbrake, preventing the vehicle from being moved. The group also continued to verbally abuse and challenge the authorities, causing a disturbance in the area.

At the time of the incident, when Ngoc used the three-wheeled vehicle to block the entrance, Mr. Ngo Van Th. (DOB 1989, residing in Nga Son District, Thanh Hoa Province), an employee of the Huong Sen Center, experienced abdominal pain and needed emergency medical attention. The center called for an ambulance, but Ngoc’s group blocked the pathway, refusing to let the ambulance pick up the patient. After about 30 minutes, with the support of the authorities and the center’s staff, the ambulance was able to transport Mr. Th. to the hospital, where he was diagnosed with gastric hemorrhage.
