Prime Minister Visits, Encourages Citizens and Directs Recovery Efforts in the Wake of Typhoon No. 3 in Quang Ninh.

On the afternoon of September 8, Prime Minister Pham Minh Chinh inspected the damage and directed the implementation of urgent measures to overcome the consequences of Storm No. 3 in Quang Ninh province. The province bore the brunt of the storm, with the strongest winds and, as of the morning of September 8, the most extensive damage.

Accompanying the Prime Minister were Minister of Agriculture and Rural Development Le Minh Hoan, Minister-Chairman of the Government Office Tran Van Son, Minister of Industry and Trade Nguyen Hong Dien, Minister of Education and Training Nguyen Kim Son, Minister of Transport Nguyen Van Thang, leaders of ministries, sectors, central agencies and Quang Ninh Province.

In Ha Long City, Quang Ninh Province, the Prime Minister inspected the damage at socio-economic establishments, visited and encouraged the people affected by the storm, and motivated the army, police, youth, and urban environmental sanitation workers who were on post-storm clean-up duty.

At the subsequent working session at the Quang Ninh Party Committee’s office, Prime Minister Pham Minh Chinh first conveyed the regards and sympathies of General Secretary and State President To Lam and other Party and State leaders to Quang Ninh Province and its people, especially those who lost their loved ones, were injured, or suffered property damage.

Nearly 20,000 houses lost their roofs

According to Quang Ninh’s rapid report, following the directions of the Central Government, the Provincial Party Committee’s Standing Board established 14 working groups, and the Provincial People’s Committee formed 4 working groups to respond to the storm.

The Government’s working group, led by Deputy Prime Minister Tran Hong Ha, inspected the response to Storm No.3 in Van Don District and Quang Yen Town.

Localities assigned their leaders to directly manage each area and set up 48 working groups to inspect and direct the storm prevention and control work.

The province implemented a sea ban from 11:00 on September 6; postponed non-urgent meetings to focus on storm prevention and control; and arranged for children, students, trainees, and university students in educational institutions in the province to take a day off on September 7.

Localities and armed forces stationed in the province mobilized 2,663 officers, soldiers, and youth shock brigades for natural disaster prevention and control, 68 cars of various types, 18 boats, 59 dinghies, and 6 special-use vehicles. All were on standby in the assigned areas, ready to perform tasks when requested.

Regarding the damage, as of 12:00 on September 8, the province reported 4 deaths and 157 injuries who are being treated at medical facilities. By noon on September 8, 27 people who were adrift at sea had been successfully rescued.

In terms of property damage, according to initial statistics from localities, there were 19,582 houses with roof damage; 21 aquatic transport vehicles, 23 tourist boats, and 41 fishing boats of various kinds sank or were washed away; 1,297 electric poles collapsed; 70% of trees fell; 2 power stations and 3 telecommunication stations were damaged; over 1,000 fish rafts and cages were lost or washed away; 17,000 m2 of aquaculture facilities lost their roofs; 912 hectares of rice were flattened or flooded; and 8,503 hectares of forest plantation were affected.

Many high-rise buildings, offices of agencies, and schools in localities were damaged; almost all billboards and advertising signs collapsed; the entire province’s information and communication system was disconnected; and there was a widespread power outage. Quang Ninh Province continues to make specific statistics and report to the Central Government.

On the night of the storm, the Provincial Party Committee’s Standing Board, directly under the direction of the Standing Deputy Secretary (in charge of the Provincial Party Committee’s activities), and the Chairman of the Provincial People’s Committee directed the Provincial Steering Committee for Natural Disaster Prevention, Control, Search and Rescue, and National Defense, with the military headquarters of Quang Ninh Province coordinating with the armed forces in the area to begin the search, giving priority to cases of distress at sea such as boat capsizing, drifting, and missing persons.

The military headquarters of Quang Ninh Province, the Provincial Police, localities, and the Fatherland Front and socio-political organizations focused on mobilizing forces to clean up and stabilize the lives of the people in the area. Focus on commanding the search, rescue, and rescue of people on vehicles and sunken ships. Quang Ninh Electricity Company and network providers focus on promptly overcoming power outages and communication loss to serve the people.

The province is continuing to review and statistics damage to have a timely remedy, first of all, deciding to immediately support aquatic breeders damaged at sea due to storms; rice, flower, and tree growers; support for people with damaged, collapsed, or collapsed houses; and support for people with sunken or damaged tourist boats and fishing boats due to storms.

Earlier, Prime Minister Pham Minh Chinh directed temporary support of VND 100 billion to Quang Ninh to overcome the consequences of storms and floods. The leaders of Quang Ninh Province wish to give up this support for localities in the mountainous areas of the North, which are facing difficulties due to natural disasters. The province will balance from reserve and backup sources as prescribed.

Mobilize the entire political system and forces to overcome the consequences

Speaking at the working session, Prime Minister Pham Minh Chinh highly appreciated the leadership and direction of Quang Ninh Province in responding to the storm; applauded the Party Committee, authorities, army, and people of Quang Ninh Province for their serious implementation of the directions of the Prime Minister and the guidance of specialized agencies; and the army, police, and youth are actively participating in post-storm clean-up.

The storm was very strong, and the reality showed that the damage caused by the storm was very large, and the property damage far exceeded that of other storms. Quang Ninh Province has both prevented and responded to the storm and implemented post-storm recovery work, but the damage caused by the storm is huge, so the implementation of the tasks must be calculated in both the immediate and long term.

The Prime Minister clearly stated the goal of soon stabilizing the situation and bringing all activities back to normal; curing the wounded and the victims, searching for the missing, and taking care of the funeral for the unfortunate; preparing to respond to the aftermath of storms, floods, and landslides; all students must go to school soon, and those who are safe go to school immediately; and the sick must be treated in time.

Regarding solutions, the Prime Minister requested that Quang Ninh Province mobilize the entire political system to overcome the consequences of the storm, including the armed forces, the Fatherland Front, and socio-political organizations, especially in carrying out a large volume of work in cleaning and environmental sanitation. The Prime Minister suggested that the Ministry of National Defense mobilize the army in all provinces, cities, and localities closest to participate in possible tasks.

EVN Corporation quickly restored power supply; VNPT and Viettel groups restored communication within the next few days. Banks research loan granting, extension, postponement, and restructuring to support people and businesses in restoring production and business. Functional agencies research exemption, reduction, extension… taxes, fees, and charges… for people and businesses. The transport sector urgently restored roads that were eroded, subsided, and ensured smooth traffic.

The Prime Minister assigned leaders of ministries and sectors to guide localities specifically about special mechanisms to overcome the consequences of natural disasters in emergency conditions, especially the Ministry of Planning and Investment to guide on bidding and procurement in emergency conditions, assigning localities to implement and ensure anti-corruption, negativity, and waste; at the same time, research and amend related regulations.

The Ministry of Agriculture and Rural Development guides some support policies for aquatic farming households. Along with that, ensure security, safety, and peace of mind for the people; soon restore production and business and ensure livelihoods for the people and develop the economy.

Regarding the proposals, the Prime Minister assigned the Ministry of Agriculture and Rural Development to research and propose related to the upgrade of Ha Nam Dyke. The Prime Minister also applauded the spirit of mutual affection and called on the people to support and help each other to overcome difficulties due to Storm No. 3.

Visiting Quang Ninh General Hospital, the Prime Minister warmly visited and presented gifts to encourage patients injured by Storm No. 3; wish the patients peace of mind in treatment, Quang Ninh Province, and the hospital will try their best to take care of the patients so that they can recover soon and return home.

The Prime Minister suggested that the province have appropriate forms of commendation and encouragement for those who were injured while participating in response and rescue in Storm No. 3.
