The Chairman of the People’s Committee of Khanh Hoa province has recently announced a decision to introduce new administrative procedures and abolish old ones in the field of land, which fall under the authority of the Department of Natural Resources and Environment, as well as the People’s Committees of district and communal levels.

In accordance with the Land Law 2024, the People’s Committee of Khanh Hoa province has issued 63 new administrative procedures. Of these, 42 fall under the jurisdiction of the Department of Natural Resources and Environment, 2 are jointly handled by the Department and the district-level People’s Committees, 18 are managed by the district-level People’s Committees, and 1 is under the authority of the communal-level People’s Committee.

Concurrently, the People’s Committee of Khanh Hoa province has repealed 39 previously issued administrative procedures related to land. The newly introduced procedures come with clear divisions of responsibilities and authority for each implementing unit, along with specific processing times. These procedures, along with the associated fees, remain largely unchanged from the previous version. The average processing time ranges from 3 to 30 days, with a maximum of 10 additional days for island communes and wards. Moreover, the results of the administrative procedures must be delivered to the land users and owners of assets attached to the land within 3 working days from the date of the decision.

Earlier, in early August, certain localities in Khanh Hoa province had to temporarily suspend the acceptance of several land-related administrative procedures due to a lack of specific guidelines. The People’s Committee of Khanh Hoa province has assigned the Department of Natural Resources and Environment to collaborate with relevant departments and sectors to develop and propose to the province for issuance of regulations on the order and procedure for handling administrative procedures in the field of land in line with the new directory.

The People’s Committee of Khanh Hoa province has urged departments, branches, and district-level People’s Committees to promptly concentrate resources on implementing the tasks and promptly deploying new policies of the Land Law, avoiding bottlenecks that could impact socio-economic development and the legitimate rights and interests of citizens and businesses.

Mr. Tran Hoa Nam, Vice Chairman of the People’s Committee of Khanh Hoa province, stated: “The new Land Law took effect on August 1st, and we have received directives from the Central Government for all localities. However, we have only managed to issue one decision so far. This is a new and extensive task, so I request that the leaders of departments and sectors prioritize it. It is essential to conduct training on the new Land Law to ensure that specialized officials comprehend the latest legal regulations and can provide appropriate consultations. Otherwise, there is a risk of repeated revisions and delays in implementing the directives of the People’s Committee of Khanh Hoa province.”
