The project involves upgrading and expanding National Highway 8C from Thien Cam town to National Highway 1 (Cam Xuyen district) and the intersection with National Highway 8A at Son Long commune to the intersection with Ho Chi Minh Road (Son Trung commune, Huong Son district). The total length of the project is 27.7 km, and it is invested by the Ha Tinh Department of Transport with a capital of nearly VND 1,100 billion.

Started in October 2023, after nearly a year of construction, the project is still unfinished due to land clearance issues. In addition, the construction units face difficulties because of the presence of medium and low-voltage power systems and clean water pipelines along the route.

Mr. Luong Tien Thanh, an official of the Project Management Board for Traffic Construction Works in Ha Tinh, said that the contractors have basically completed the production of prefabricated components (longitudinal drainage ditches, cross culverts); earth filling; installation of longitudinal ditches and cross culverts; and construction of basic items such as Du Bridge and Gon Bridge…

“The project has achieved over 30% progress, but we are still awaiting land clearance from 160 out of 900 households. We are coordinating with local authorities to expedite the process and provide the construction units with the cleared land as per the set schedule,” said Mr. Thanh.



The remaining land acquisition issues have forced the contractors to work in a scattered manner. The presence of weathered soil and drainage ditches along the route adds to the challenges.

At this point, the contractors have deployed multiple crews and machinery to complete the roadbed filling before the rainy season, focusing on the areas where the road is being expanded.

According to the contractors, due to the incomplete land handover, they cannot work simultaneously on all sections. Instead, they have to deploy machinery and workers to the areas where land is available. This scattered approach also causes inconveniences to local residents traveling along the route.


Prefabricated components lie scattered among weathered soil and overgrown vegetation.

The investor representative said that there is a shortage of fill material for the project. Most of the quarries near the project site contain a high proportion of stones, so the construction units have to source fill from more distant locations.



The investor is urging the contractors to focus on the sections where land has been cleared to ensure progress before the flood season. Meanwhile, the People’s Committee of Cam Xuyen district has completed the inspection of 100% of the households affected by the project. The authorities are working on determining the origin and time of land and asset use to set appropriate compensation prices and approve and pay compensation promptly, ensuring a smooth land handover for the project.
