Dialogue between the People’s Committee and the buyers on July 17th

On September 11th, the Office of the People’s Committee of Quang Nam province announced that Mr. Tran Nam Hung, Vice Chairman of the Provincial People’s Committee, had signed a document on adjusting the progress of implementing the Bach Dat Urban Area, Urban Area 7B Expansion, and Hera Complex Riverside projects in the new Dien Nam – Dien Ngoc urban area (Dien Ban town).

Specifically, the People’s Committee of Quang Nam province agreed to extend the deadline until the end of June 2025 to complete compensation and site clearance work, and until the end of December 2025 to implement and complete the projects, with acceptance and handover for operation.

The People’s Committee of Quang Nam province requires the investor, Bach Dat An Joint Stock Company, to coordinate and work with the People’s Committee of Dien Ban town to carry out compensation and site clearance work for the remaining area.

The company is also responsible for constructing plans, schedules, and progress to implement the projects, ensuring the progress adjusted by the competent authority. They must also promptly implement the next procedures for the projects in accordance with the law and take full responsibility for any violations in real estate investment and business in the projects.

The People’s Committee of Quang Nam province also requested that the relevant departments and branches of Dien Ban town coordinate, support, monitor, urge, guide, inspect, and supervise Bach Dat An Joint Stock Company in the implementation process.

As reported by Nguoi Lao Dong, the three real estate projects mentioned above, with Bach Dat An Joint Stock Company as the investor and Hoang Nhat Nam Company as the distributor, have faced disputes over land sale contracts. Hoang Nhat Nam Company signed contracts with more than 840 customers for the purchase of approximately 1,000 land lots. However, due to disagreements between the parties, the case was taken to court. For several years, nearly 1,000 customers have repeatedly petitioned the authorities of Quang Nam province for intervention and solutions regarding land ownership certificates.

On September 5th, at a meeting of the Provincial People’s Committee, Mr. Le Van Dung, Chairman of the People’s Committee of Quang Nam province, stated that the enterprises had fulfilled their commitments after the province’s ultimatum.
