The Great Phuc Son Corporation Scandal: Disciplinary Warning for Former Chairman of Quang Ngai Provincial People’s Committee

On September 10 and 11, 2024, in Hanoi, the Central Inspection Committee held its 47th meeting to consider disciplinary action against organizations and individuals involved in a major case at the Phuc Son Group and in various localities.

The meeting was chaired by Mr. Tran Cam Tu, Politburo member, Secretary of the Party Central Committee, and Chief of the Central Inspection Committee.

Specifically, following the direction of the Central Steering Committee for Corruption and Negative Behavior Prevention, after examining the results of the inspection for signs of violation and the results of the review, the proposal to discipline the Party Committee of the People’s Committee of Ha Giang and Quang Ngai provinces, the Central Inspection Committee found: The Quang Ngai Provincial Party Committee for the 2010-2015 and 2015-2020 tenures and the Party Committee of the People’s Committee for the 2011-2016 and 2016-2021 tenures violated the principles of concentration of democracy and working regulations.

The Quang Ngai Provincial Party Committee for the 2010-2015 and 2015-2020 tenures and the Party Committee of the People’s Committee for the 2011-2016 and 2016-2021 tenures were irresponsible and lax in their leadership and direction, allowing the People’s Committee and many organizations and individuals to seriously violate the Party’s regulations and the State’s laws in organizing the implementation of a number of projects and packages performed by Phuc Son Joint Stock Group.

Many officials and party members, including key officials of the province, have degenerated in political thought, morality, and lifestyle, violating laws on corruption prevention, regulations on things that party members must not do, and their responsibility to set an example.

The above violations have caused serious consequences, with a high risk of state property loss and waste, causing negative public opinion and reducing the prestige of local party organizations and authorities, to the extent that discipline must be enforced.

The responsibility for the above-mentioned violations and shortcomings belongs to Mr. Le Viet Chu, former member of the Party Central Committee, Secretary of the Provincial Party Committee, Secretary of the Party Committee, and Chairman of the People’s Committee; Mr. Dang Van Minh and Mr. Cao Khoa, former Deputy Secretaries of the Provincial Party Committee, Secretaries of the Party Committee, and Chairmen of the People’s Committee (already expelled from the Party); and Mr. Tran Ngoc Cang, former Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, and Chairman of the People’s Committee of Quang Ngai province.

Considering the content, nature, extent, and consequences of the violations, and based on the Party’s regulations, the Central Inspection Committee decided to discipline as follows:

Caution: The Party Committee of the People’s Committee for the 2011-2016 tenure; the Party Committee of the Department of Transport and the Party Committee of the Department of Natural Resources and Environment for the 2010-2015 tenure; and Mr. Tran Ngoc Cang.

Reprimand: The Party Committee of the People’s Committee for the 2016-2021 tenure; the Party Committee of the Management Board of Dung Quat Economic Zone and Quang Ngai Industrial Zones for the 2015-2020 tenure.

The Central Inspection Committee proposed that the competent authority consider disciplining the Quang Ngai Provincial Party Committee for the 2010-2015 and 2015-2020 tenures.

The Central Inspection Committee requested the Quang Ngai Provincial Party Committee to lead and direct the review, consider the responsibility, and discipline the party organizations and members according to the conclusion of the Central Inspection Committee; and promptly rectify the pointed-out violations and shortcomings.

The Central Inspection Committee will continue to inspect, examine, and handle related party organizations and individuals.

The Phuc Son Corporation case is extremely complex

As previously reported, on the afternoon of August 14, at a press conference to announce the results of the 26th meeting of the Central Steering Committee for Corruption and Negative Behavior Prevention, Major General Hoang Anh Tuyen said that the two cases related to Thuan An and Phuc Son Corporations are being focused on by the investigation agency of the Ministry of Public Security to speed up progress.

Regarding the case related to Phuc Son Corporation, the Ministry of Public Security’s Investigation Police Agency initiated proceedings on February 26, 2024, and so far has prosecuted 23 defendants to investigate and clarify the violations.

Major General Hoang Anh Tuyen emphasized that this is an extremely complex case, involving many localities, with a large amount of information and documents.

In terms of asset recovery, according to Major General Hoang Anh Tuyen, the investigation agency has seized over VND 300 billion, nearly 2 million USD, over 500 gold taels, and more than 1,000 red books to date.

Currently, the Investigation Police Agency is consolidating documents and evidence, while expanding the investigation, recovering lost assets, and clarifying the violations of a number of defendants and related individuals.
