Why Can’t the 8 Large Land Plots in Danang be Auctioned Off?

The Danang People's Committee has announced that eight plots of land intended for large-scale projects will not be auctioned off as planned in 2024 due to various complications and obstacles that have arisen.

Specifically, four plots of land that are entangled in the master plan for the eastern bank and the Han River waterfront cannot be auctioned yet. These include the plot at the intersection of Vo Nguyen Giap and Phan Tu Streets (formerly the Rehabilitation Hospital); Plot A1-1 of the project to clear and relocate the TMDV residential area southeast of Pham Van Dong – Ngo Quyen Street; The project of public park, commercial service parking lot at plot A3 Nguyen Van Linh; and the project of high-end apartment complex – TMDV commercial town in Tan Tra resettlement area.

In addition, two large plots of land intended for the development of the Da Nang International Fireworks Festival complex and the Hoa Xuan Creative Space project are also unable to be auctioned off in 2024 as they are undergoing approval procedures for detailed planning adjustments.

Housing-linked service area in Software Park No. 2 temporarily halted from land auction.

Da Nang City has also temporarily halted the land auction for the housing-linked service area in Software Park No. 2 to reserve land for the semiconductor chip project and the free trade area project.

Meanwhile, the Hoa Phuoc wholesale market project in Hoa Vang District has not been put up for auction due to site clearance issues.

According to the Da Nang People’s Committee, in 2024, the city approved the starting price for the auction of 14 large plots of land, of which four have been successfully auctioned, with prices much higher than the reserve price.

For instance, Plot A2-2 in An Hoa 4 Ward, Son Tra District, designated for healthcare purposes, had a starting price of over VND 270,000 per square meter per year and was auctioned off at a price 6.5 times higher than the reserve, generating annual revenue of over VND 16.7 billion.

The plot at 522B Nguyen Luong Bang Street, intended for the construction of a general hospital, had a starting price of over VND 190,000 per square meter per year and was auctioned off at a price 10.5 times higher, generating annual revenue of VND 12.6 billion.

Plot A8 in the expanded E Area – Nam Cam Le Residential Area, Hoa Xuan Ward, Cam Le District, designated for education and training, had a starting price of over VND 184,000 per square meter per year and was auctioned off at a price 2.5 times higher, generating annual revenue of over VND 905 million.

The parking lot at 172 Nguyen Chi Thanh Street, Phuoc Ninh Ward, Hai Chau District, with a starting price of over VND 200,000 per square meter per year, was auctioned off at a price 2.2 times higher, generating annual revenue of over VND 724 million.

Furthermore, in accordance with the proposal for managing and exploiting public land, three plots of land in Da Nang City were successfully auctioned off for lease, but only the land on Truong Chi Cuong Street has been put into use.

The winner of the auction for Plot 5.2 of the An Cu 5 Residential Area in Man Thai Ward, Son Tra District, has only partially paid the amount, and the auction result is being reconsidered. Meanwhile, the winner of the auction for Plot A-13 at the end of Bach Dang Dong Street in Nại Hiên Đông Ward failed to pay the land rent, leading to the cancellation of the auction result by the city.
