In his conclusion, General Secretary and President To Lam noted that the establishment of Hue as a centrally-controlled city, based on Thua Thien-Hue province, carries significant political weight. It reflects the aspirations and consensus of the people and serves as a catalyst for Thua Thien-Hue to build on its glorious revolutionary traditions in this new era. This move also aligns with the resolutions and conclusions of the Central Committee and the Politburo, particularly Resolution No. 54-NQ/TW dated December 10, 2019, on building and developing Thua Thien-Hue province towards 2030, with a vision towards 2045.

General Secretary and President To Lam instructed to promptly devise a detailed plan with specific tasks and solutions. He emphasized the need to set a clear timeline for achieving the standards of a first-tier centrally-controlled city, improving the quality of life for residents, and ensuring urban quality as outlined in Resolution No. 06-NQ/TW dated January 24, 2022, on urban planning, construction, and sustainable development in Vietnam towards 2030, with a vision towards 2045. He also highlighted the importance of formulating a roadmap for organizing a streamlined and efficient government apparatus, managing public assets frugally, and preventing waste and loss.
Additionally, he stressed the importance of preserving and promoting the value of the Imperial City’s heritage and the cultural identity of Hue, characterized by its eco-friendly and smart urban environment. He called for effective implementation to establish Hue as a prominent center in Central Vietnam and a unique, leading hub in the country for culture, tourism, science and technology, specialized healthcare, and multi-disciplinary, high-quality education and training. These efforts would live up to the expectations of the Central Committee, the Politburo, and the people of Vietnam.
