In light of the severe damage caused by Storm No. 3 (Yagi), the Ministry of Finance proposed to the Government on September 12 and 13, 2024, to allocate emergency support from the central budget reserve for 2024 to Yen Bai and Lao Cai provinces to aid in their recovery.
The Ministry of Finance proposed a support package of VND 150 billion for Lao Cai and VND 50 billion for Yen Bai (in addition to the previous support of VND 20 billion for Yen Bai as per Decision No. 943/QD-TTg dated September 9, 2024) to help these provinces recover from the storm’s impact and stabilize the lives of their residents.
The Ministry of Finance also requested the People’s Committees of Lao Cai and Yen Bai provinces to take responsibility for allocating and utilizing the above-mentioned additional funds in accordance with the Law on State Budget and other relevant legal documents.

Yen Bai and Lao Cai provinces suffered extensive losses of life and property due to the impact of Storm No. 3.
Previously, the Ministry of Finance also issued a document to the People’s Committees of provinces and centrally-run cities, the Departments of Finance of provinces and centrally-run cities, the National Reserve Bureau, and the State Reserve Departments on overcoming the consequences and incidents caused by Storm No. 3.
Accordingly, the Minister of Finance requested that the Chairpersons of the People’s Committees of the provinces and centrally-run cities direct the Departments of Finance and other relevant departments to urgently review the damage caused by Storm No. 3 and proactively allocate local budgets and local budget reserves to support and overcome the consequences, ensuring the stability of people’s lives and the recovery of socio-economic activities in the region.
The Ministry of Finance emphasized that in case the local budget faces difficulties, it is necessary to promptly consolidate and propose a support plan to the Ministry of Finance for reporting to competent authorities for decision-making on supplementary allocation from the central budget.
Lao Cai province was severely affected by Storm No. 3, resulting in significant losses of life and property. According to a report by the People’s Committee of Lao Cai province, the initial estimate of damage caused by floods in the province reached VND 3,000 billion.
Out of the nine districts, towns, and cities, six reported fatalities. A total of 255 people were injured or killed, including 98 deaths, 81 missing persons, and 76 injured.
In Yen Bai, according to a quick report from the Provincial Steering Committee for Natural Disaster Prevention, Control, and Search and Rescue, as of the morning of September 13, the historic storm and floods caused 50 deaths and missing persons and injured 30 others.
Regarding housing, 23,389 houses were damaged. Specifically, 167 houses collapsed completely, 195 houses were heavily damaged, 105 houses had to be relocated urgently, 1,173 houses were affected by landslides and embankments, and 21,451 houses were flooded (the water has receded, but the people’s property was severely damaged, and mud and garbage remain in the houses).
