Prime Minister Pham Minh Chinh has signed Decision No. 956/QD-TTg approving the election result of Mr. Tran Hong Thai, Deputy Secretary of the Lam Dong Provincial Party Committee, as Chairman of the Provincial People’s Committee for the term 2021-2026. This decision was made on September 11, filling the vacant position after eight months.
Lam Dong province boasts a high economic growth rate and significant potential, ranking 7th in Vietnam in terms of area. The province is endowed with diverse terrain, fertile land, and a mild climate, particularly advantageous for the development of high-tech agriculture. However, these inherent potentials remain untapped.
In the first half of 2024, Lam Dong only attracted one investment project, and its economic growth rate (GRDP) was the lowest in the Central Highlands region. In previous years, Lam Dong consistently topped the region in GRDP and ranked 58th out of 63 provinces and cities nationwide.
This year, 582 new enterprises were established in Lam Dong with a registered capital of VND 2,676 billion, a decrease of 14% in the number of enterprises and 30.7% in capital compared to the same period. In contrast, the number of enterprises registering for temporary suspension of operations increased significantly to 578, a 26.5% surge compared to the previous year.
State budget collection faces challenges, with total revenue approximating only 50% of the local estimate. Taxes, fees, and charges decreased by 11.5% compared to the same period. Additionally, Lam Dong’s administrative reform index in 2023 ranked 46th in the country, a drop of 31 places, and its Provincial Competitiveness Index (PCI) ranked 56th out of 63 provinces and cities, a decline of 39 places compared to 2022.
To break through the current situation and attract more investment, the Lam Dong provincial government has committed to accompanying businesses, aligning their thinking, and taking action. “Currently, businesses face numerous difficulties, and the number of newly established enterprises has decreased in both quantity and registered capital,” shared the provincial leader of Lam Dong.
Facing the Truth
Reflecting on the past, the handling of coercive measures for investment projects in Lam Dong province has been unclear, making investors uneasy as they cannot determine the fate of their projects.
According to a report by the Lam Dong Department of Natural Resources and Environment, in 2023, the province’s land access index dropped by 1.41 points to 6.42 points. Additionally, 48% of businesses reported that officials did not provide detailed and sufficient guidance when receiving and processing land-related administrative procedures, and 38% faced significant delays in determining land use rights.
Notably, 71% of businesses had to postpone or cancel their business plans due to difficulties in land-related administrative procedures.
Mr. Nguyen Thai Hoc, Acting Secretary of the Lam Dong Provincial Party Committee, acknowledged at a mid-June conference with operating businesses that there had been times when the coordination between officials, authorities, and enterprises was not optimal. There was a lack of sharing and accompaniment, and insufficient attention was given to enterprises in considering and processing investment procedures and removing obstacles.
To achieve the goals set out in the Provincial Planning for the period of 2021-2030, with a vision towards 2050, Lam Dong needs a mechanism to create a solid foundation for comprehensive and sustainable development. Enterprises in the province will then be able to breathe easier and have the conditions to grow, thereby contributing to the local revenue.
During a working session with Lam Dong province on August 25, Prime Minister Pham Minh Chinh emphasized the need for the province to “face the truth” and recognize the existing difficulties, challenges, and limitations, such as limited mechanisms and policies, economic development not matching potential, and slow economic transformation.
The Prime Minister instructed relevant agencies to proactively and actively support Lam Dong in a spirit of sharing and resolving difficulties and problems, stating, “Don’t say no, don’t make it difficult, and don’t say yes without doing it.”
