According to the Vietnam Road Administration, in the past few days, Storm No. 3 has ravaged northern provinces, causing massive loss of life and property, severely impacting the lives and livelihoods of the people. The storm has damaged thousands of homes and critical public infrastructure, including many bridges and major roads in the northern region.

Embodying the spirit of solidarity and compassion, and to facilitate the transportation of relief goods to the affected areas, the Vietnam Road Administration has requested investors and BOT enterprises to consider waiving road usage fees for vehicles transporting relief goods at toll stations.

The Vietnam Road Administration has requested that investors and BOT enterprises coordinate with the local Road Management Agencies and relevant authorities to organize lane segregation, traffic diversion, and guidance to ensure smooth passage for the aforementioned vehicles at toll stations.

It is mandatory to maintain complete records and data of the temporary suspension of toll collection for these vehicles.

As per the Department of Dikes and Flood Control – Ministry of Agriculture and Rural Development, as of 5:00 PM on September 13, the storm and floods have resulted in 254 fatalities and 82 missing persons.

Lao Cai province has been the hardest hit, with 111 deaths and 61 missing. Cao Bang reported 43 deaths and 9 missing, while Yen Bai had 49 deaths and 1 missing. Quang Ninh recorded 22 deaths. The remaining casualties are from Hai Phong, Hanoi, Hai Duong, Thai Nguyen, Tuyen Quang, Bac Kan, Phu Tho, and other provinces and cities.

Notably, Storm No. 3 and the subsequent floods over the past week have also displaced over 74,500 households (130,246 people) and damaged more than 136,700 homes in the northern provinces.
