Dispatch to the Ministers of Industry and Trade, Finance, Agriculture and Rural Development, Information and Communications, Education and Training, Health, Transport; and the Chairpersons of the People’s Committees of provinces and centrally-run cities.
In recent days, the third storm of the year, with an exceptionally strong intensity, made a direct hit on Vietnam, and its aftermath caused prolonged heavy rains and widespread flooding in many northern localities, resulting in significant losses of lives and property, as well as severe disruptions to the lives and livelihoods of the people. Local authorities, rescue, and relief forces have been working tirelessly to assist the people in overcoming the consequences of this natural disaster.
Ensuring a stable supply of essential food and commodities for the people
To ensure a stable supply of essential food and commodities for the people, strengthen market surveillance and inspection, and resolutely combat hoarding and price gouging, especially for medicines, textbooks, school supplies, food, and other essential commodities for students, citizens, and businesses in the aftermath of the storm, the Prime Minister requests:
Chairpersons of the People’s Committees of provinces and centrally-run cities to direct the agencies and units in their respective localities:
a) Organize the provision of food, essential commodities, medicines, and daily necessities to households affected by the third storm, especially those in isolated and hard-to-reach areas.
b) Strengthen the management and supervision of the market, particularly for essential commodities such as food, gasoline, and other necessities, to prevent hoarding and unreasonable price increases. Handle any violations firmly and in a timely manner; closely monitor market dynamics, supply, and demand for essential commodities for consumption, production, and business activities in the locality, and proactively take practical, timely, and effective measures within their authority.
c) Focus on directing the repair of damaged houses, schools, hospitals, and school supplies caused by the storm; urgently clear fallen trees on roads; promptly repair damage to electricity, clean water, and telecommunications infrastructure to ensure smooth production and business activities, as well as the daily lives of the people; and guide the implementation of post-storm and flood epidemic prevention and control measures.
Strictly handle acts of taking advantage of the impact of the third storm to engage in profiteering, hoarding, and price gouging
The Minister of Industry and Trade shall direct the competent agencies:
a) Closely monitor the domestic market and the supply and demand of essential goods for production, business, educational, medical, and daily needs of the people, especially essential commodities, to ensure market stability, supply-demand balance, and smooth circulation of goods. Direct relevant units to promptly handle abnormal price fluctuations and supply-demand imbalances for essential commodities.
b) Proactively coordinate with public security, military, transport, health, and education forces to facilitate the transportation of essential goods, gasoline, medicines, textbooks, and school supplies to areas currently cut off, isolated, and in need.
c) Implement measures to balance supply and demand between provinces and cities affected by floods and those that are not, upon request from the affected localities, to ensure the provision of essential goods for students and patients in flood-hit areas.
d) Direct the entire market management force to strengthen supervision and management within their assigned areas, deploy professional measures, build plans, and coordinate with functional forces to inspect, supervise, promptly detect, and strictly handle organizations and individuals that take advantage of the impact of the third storm to engage in profiteering, hoarding, price gouging, or other violations in accordance with the law.
d) Cooperate with the media to publicly announce the handling of organizations and individuals that take advantage of natural disasters or other abnormal situations to make illegal profits, causing harm to the spiritual and material life of the people.
e) Direct the Vietnam Electricity Group and related units to prioritize ensuring power supply for pumping stations involved in flood control and drainage, providing clean water for consumption and production.
Support with plant and livestock breeds to help people resume production immediately after the storm
The Minister of Agriculture and Rural Development shall direct the competent agencies:
a) Urge and guide localities to implement urgent measures to protect and restore agricultural production. Use all possible means to quickly drain flooded areas to minimize losses in agricultural production; promptly rescue flooded rice fields, crops, fruit trees, ornamental plants, etc.; and guide people to take specific measures to protect production and switch to suitable plant and livestock breeds.
b) Take the lead in reviewing and synthesizing needs, coordinating with relevant agencies to propose to competent authorities the timely provision and support of plant and livestock breeds, aquatic breeds, and materials and biological products for cultivation and husbandry to help people resume production immediately after the storm and flood.
The Minister of Finance shall direct the General Department of State Reserves to urgently coordinate with ministries, branches, and localities affected by the third storm to review and propose to competent authorities the allocation of rice, equipment, supplies, disinfectants, and disinfectants from the national reserves to support localities.
Objectively and comprehensively reflect the domestic commodity market to avoid causing public concern
The Minister of Information and Communications shall closely coordinate with the Ministers of Industry and Trade, Finance, Agriculture and Rural Development to direct news agencies and collaborate with Vietnam Television, Voice of Vietnam, and Vietnam News Agency to provide oriented information, objectively and comprehensively reflect the domestic commodity market, stabilize social psychology and people’s minds, and avoid causing public concern. The Ministries of Industry and Trade, Agriculture and Rural Development, Health, Education and Training, Transport, and others shall proactively provide information to the Ministry of Information and Communications and press agencies as prescribed.
The Ministries of Health and Education and Training shall closely monitor the situation, proactively coordinate with localities, and contribute to price stabilization and the provision of essential equipment and commodities for educational institutions, medical examination and treatment facilities, etc., within the scope of their state management functions and tasks.
Assign Deputy Prime Minister Bui Thanh Son, Deputy Prime Minister Le Thanh Long, and Deputy Prime Minister Ho Duc Phoc to directly guide, actively and proactively deploy, urge, and handle difficulties and obstacles to ensure the timely and effective implementation of this Dispatch.
The Government Office, in performing its functions and tasks, shall follow up, urge, synthesize the situation, and promptly report to the Prime Minister any problems arising during the implementation of this Dispatch.
