On January 31, Quang Nam province Inspection Committee announced the conclusion of their inspection on the compliance with laws in the process of investment and construction of the Motor Vehicle Registration Center in Hoi An city (30 Nguyen Tat Thanh, Tan An ward, Hoi An city, Quang Nam province).
The inspection result shows that the approval of the investment proposal by Hoi An City People’s Committee in Official Letter No. 1544 dated June 10, 2022, regarding the approval of the construction of the Motor Vehicle Registration Center in Hoi An city was not within their authority as prescribed by law.
The inspection highlights multiple violations in the investment and construction process of the 92-06D Motor Vehicle Registration Center in Hoi An city.
In addition, Quang Nam Construction Traffic Joint Stock Company in collaboration with HDN Hoi An Safety Inspection Joint Stock Company invested in the construction of the Motor Vehicle Registration Center on the area of state-owned land leased for the purpose of building warehouses and storing materials and equipment, which is not in compliance with the purpose of land lease according to Decision No. 1826 dated June 14, 2007, by the Quang Nam provincial People’s Committee.
Furthermore, Quang Nam Construction Traffic Joint Stock Company contributed with assets invested on an area of 3,230 m2 of land to collaborate in the operation of the Motor Vehicle Registration Center, which is not in compliance with Article 175 of the 2013 Land Law.
Quang Nam province Inspection Committee determined that the Hoi An Urban Management Office had some errors in the issuance of construction permits, such as issuing the wrong format of construction permits and issuing permits to the wrong entity.
The inspection recommended that the Quang Nam provincial People’s Committee direct the Planning and Investment Department to review and resolve the procedural documents related to the investment and construction of the Motor Vehicle Registration Center by HDN Hoi An Safety Inspection Joint Stock Company.
Hoi An City People’s Committee is also directed to hold accountable the relevant organizations and individuals involved in the preparation of Official Letter No. 1544 dated June 10, 2022, regarding the approval of the construction of the Motor Vehicle Registration Center in Hoi An city, for not exercising their authority as prescribed by law.
