The Long-Awaited Development: Residents Refuse to Meet with City Chairman, Insist on Meeting with Provincial Governor Instead

For 28 years, the lives of locals have been on hold due to a long-stalled project. In a powerful display of unity, they gathered at the Quang Ngai People's Committee Office, refusing to meet with the city chairman and instead demanding an audience with the provincial chairman.

On September 14, the People’s Committee of Quang Ngai City issued a report regarding the gathering of residents from Group 6, Le Hong Phong Ward, in front of the Quang Ngai Provincial People’s Committee office.

The report stated that from September 10 to 12, several households from Le Hong Phong Ward gathered at the Quang Ngai Provincial People’s Committee, requesting to meet with the Chairman of the Provincial People’s Committee.

The roads and houses in Group 6, Le Hong Phong Ward, Quang Ngai City, are in disrepair, but the residents are not allowed to upgrade or rebuild.

This gathering disrupted the normal operations of the Quang Ngai Provincial People’s Committee and created an unsightly image. Mr. Tra Thanh Danh, Chairman of the Quang Ngai City People’s Committee, took responsibility for this incident.

According to the People’s Committee of Quang Ngai City, the residents gathered in front of the Quang Ngai Provincial People’s Committee to petition against the negative impact of a long-delayed project since 1997.

The leaders of the Quang Ngai City People’s Committee directly urged the households to go to the office for receiving citizens to explain and clarify the information they were concerned about. However, the residents expressed their desire to meet with the Chairman of the Provincial People’s Committee to present their opinions, instead of agreeing to meet with the Chairman of the City People’s Committee.

The suspended project in Group 6, Le Hong Phong Ward, is located in one of the prime locations in Quang Ngai City, adjacent to several major roads.

Houses in the suspended project area have been deteriorating over the past 28 years, but residents are not allowed to rebuild.

In 1997, based on the proposal of the locality, the Prime Minister approved the planning of the project for the second dike of Quang Ngai Town (now Quang Ngai City). In 2008, the People’s Committee of Quang Ngai Province approved the adjustment of the second dike area to become the Administrative Center of Quang Ngai Province.

In 2015, the People’s Committee of Quang Ngai Province approved the investment in a new urban area to serve the resettlement of the second dike area and the investment in a road along the dike.

A house in a severe state of disrepair, but the owner said it could not be rebuilt due to planning restrictions.

However, the resettlement project for the residents has only been partially implemented due to compensation and site clearance issues. As a result, 160 households, comprising approximately 600 people, have been stuck in this situation for decades.

In November 2023, Mr. Dang Van Minh, then-Chairman of the Quang Ngai Provincial People’s Committee, held a dialogue with the residents of Group 6. Mr. Minh committed that the Provincial People’s Committee would allocate a budget for the City People’s Committee to implement the Thach Bich Park project, starting in 2024.

According to the investigation by the reporter, the Thach Bich Park project has been presented by the Quang Ngai City People’s Committee to the Municipal People’s Council for approval of the investment policy in July 2024. The total land area of the project is 8.1 hectares, and the total investment is estimated at VND 900 billion.

The project has completed the approval of the 1/500 detailed planning. The project has also been approved for the task of surveying, preparing a feasibility study report, and estimating the investment preparation costs. The site clearance is expected to be completed by 2027, and the construction of the project will take 15 months.
