To mitigate the aftermath of Storm No. 3, the General Staff of the Vietnam People’s Army sent a telegram to the General Departments; Military Zones 1, 2, and 3; the Army; the Command of the Border Guard, Coast Guard, and Hanoi Capital; the 12th Army Corps; the 11th, 12th, and 18th Corps; and the Arms.
The telegram from the General Staff of the Vietnam People’s Army emphasized: According to the National Center for Hydro-Meteorological Forecasting, due to the influence of Storm No. 3, heavy rains will continue in many northern localities, and large floods have occurred in the Cau, Lo, Thuong, and Hong rivers, reaching alert level 3 (in some places above alert level 3). Flooding has occurred in some low-lying areas in Cao Bang, Lao Cai, Yen Bai, Tuyen Quang, Lang Son, Bac Kan, Hoa Binh, Bac Giang, Thai Nguyen, and Hanoi.
Notably, flash floods, landslides, and landslides on mountain slopes in the northern mountainous region (Hoa Binh, Yen Bai, Lao Cai, Cao Bang, etc.) have caused significant losses of life and property and severely affected infrastructure.
Maintain a strict duty regime and be ready to respond to floods
Comrade General Phan Van Giang, a member of the Politburo and Deputy Secretary of the Central Military Commission, and the Minister of National Defense, requested that the directives of the Government, the Prime Minister, the Minister of National Defense, the General Staff, and the General Political Department of the Vietnam People’s Army and the General Departments continue to be strictly implemented.
Along with that, maintain a strict duty regime, proactively monitor and grasp the situation of the floods, and take measures to ensure the safety of agencies and units.
Proactively mobilize forces and vehicles to participate in response, search and rescue in the area when there is a situation and request from the localities.
Prepare well the logistics to serve the work of responding to natural disasters; proactively coordinate the allocation and timely transportation of food, essential goods to the affected areas, isolated by traffic, difficult to access for supplies…
Military Zones 1, 2, and 3 and the Hanoi Capital Command directed the units to regularly update and grasp the situation of post-storm, rain, and flood situations, landslides…, flooded areas in urban areas, low-lying areas, along rivers and streams, and downstream of vulnerable reservoirs…
Proactively coordinate with the local Party committees and authorities on measures to deploy response work in accordance with the motto “4 on-the-spot”; be ready to help the local authorities evacuate people in at-risk areas to safe places.
In addition, make a full and accurate list of all damage to barracks, warehouses, infrastructure of the unit, and people in the garrison area.
Proactively mobilize forces and vehicles to help people overcome the consequences of natural disasters and ensure the early stabilization of people’s lives and the restoration of production.
Air force ready to perform sudden tasks when ordered
The Navy and Air Defense-Air Force Services, the Coast Guard Command, and the 18th Corps are ready to mobilize forces and vehicles to participate in search and rescue and are ready to perform air force tasks when ordered.
The Border Guard, the 12th Army Corps, the 11th Corps, and the 12th Corps continue to direct the agencies and units under their control to coordinate with the relevant units, especially in border and island areas and the local authorities in the garrison area, to proactively handle effectively incidents and situations of natural disasters.
The General Political Department of the Vietnam People’s Army directed the People’s Army Newspaper, the Radio and Television Center of the Army, and the units to do well in propaganda and reporting on the activities of the army in helping the people overcome the consequences of flash floods and landslides and in searching and rescuing; the agencies and units do well in policy work, emulation, and commendation for the objects participating in the prevention, control, and overcoming of the consequences of Storm No. 3.
The General Departments of Logistics, Technology, and National Defense Industry, according to their functions and tasks, strengthen the direction, urging, and inspection of the units under their control to do well in responding and ensuring the safety of warehouses, stations, workshops, factories, and enterprises…
Direct the units under their control to provide medical examination and treatment, help people prevent and control epidemics, water pollution, and environmental sanitation to ensure the health of soldiers and people.
At the same time, requiring agencies and units to implement and report the results to the General Staff in accordance with regulations.

In the face of the complicated developments of Storm No. 3, the officers and soldiers of the units of the Vietnam People’s Army and the Self-Defense Militia in the northern provinces and cities quickly implemented measures to prevent and avoid storms in the units and in the garrison areas, and at the same time, proactively propagated, mobilized, and supported the people to evacuate and call and guide boats and people to safe places to avoid storms.
With the spirit of “people’s lives and properties first”, “where there are difficulties and dangers, there are soldiers”, and the motto “4 on-the-spot”;
you have not only maintained a strict combat readiness regime but also organized forces and vehicles to promptly arrive at critical and difficult areas and take the lead in flood fighting, searching, rescuing, and assisting people to overcome the consequences of Storm No. 3. Your actions have set a shining example of the will, courage, and selflessness of the Vietnam People’s Army, typically the late First Lieutenant Nguyen Dinh Khiem, Captain of the 3rd Company, 1st Battalion, 513rd Brigade, Military Zone 3, who bravely sacrificed himself in the performance of his duty, leaving infinite grief for his family and comrades and admiration among the officers, soldiers, and people.
On behalf of the Central Military Commission and the Ministry of National Defense, I commend and highly appreciate your great efforts in participating in the prevention, control, and overcoming of the consequences of Storm No. 3. In the coming days, the situation after the storm will remain very complex and unpredictable, and the lives and properties of the people will continue to be threatened.
