Based on an in-depth and comprehensive analysis of the international and regional situation, as well as the East Sea situation, and the country’s development needs in the new context, Prime Minister Pham Minh Chinh directed the relevant ministries, branches, and localities to continue adhering to the Party’s guidelines and the State’s policies and laws, including the Resolution of the 13th Party Congress, Resolution 36 on the Strategy for Sustainable Development of Vietnam’s Marine Economy until 2030, with a vision towards 2045; and Resolution 44 on the Strategy for National Defense in the new situation.
Accordingly, the relevant ministries, branches, and localities need to mobilize resources to promote the sustainable development of the marine economy in conjunction with ensuring national defense and security, further enhancing the capacity to enforce and protect sovereignty, sovereign rights, and jurisdiction over the sea; persisting in an independent and self-reliant foreign policy, multilateralism, and diversification, and strengthening international cooperation on the sea in accordance with international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS); strictly implementing the Directive No.32/CT-TTg of the Prime Minister on preventing and repelling IUU fishing and Directive No.17/CT-TTg on strengthening the control of fishing activities and preventing the removal of fishing equipment by foreign countries; promoting propaganda to raise awareness and consensus in the entire political system and society on the significance, role, and importance of the East Sea – Sea Island work, actively contributing to maintaining peace, stability, and cooperative development at sea.

The Prime Minister has instructed ministries, sectors, and local authorities to prioritize a critical task: ensuring that no citizen goes hungry, cold, or homeless in the aftermath of the storm and floods.
