The $5 Billion Dollar International Transit Hub: Unveiling Plans for a 50 sq. km Port in Hai Phong

Haiphong city holds a significant strategic position as the center of the urban corridor and the main international gateway to the sea for Northern Vietnam. With its advantages in maritime economic development, it is logical and essential to build transit ports in Haiphong.

In 2023, Haiphong People’s Committee, together with Kinh Bac City Development Corporation (KBC), Saigon Telecommunications Technology Joint Stock Company (Saigontel, SGT), Energy Capital Vietnam (ECV), and the Port of Los Angeles – USA (POLA), agreed to cooperate on researching and developing the Nam Do Son Comprehensive Port project in Haiphong city. Through this cooperation agreement, the parties will jointly research and develop the Nam Do Son Comprehensive Port project in Haiphong city, transforming the Nam Do Son Port into a modern gateway port for domestic and international cargo transshipment in Vietnam. The Nam Do Son Port construction project is expected to require a total investment of approximately $5 billion, equivalent to VND 120,000 billion (at an exchange rate of $1 = VND 24,000). This amount is nearly equal to the investment in the first phase of the Long Thanh Airport, and about 1.5 times the value of Hanoi’s Ring Road 4 or Ho Chi Minh City’s Ring Road 3.

In terms of area, the Nam Do Son Port covers approximately 5,000 hectares (equivalent to 50 km2). To help visualize its vastness, the port’s area is more than six times the size of District 1 in Ho Chi Minh City (7.72 km2) and over nine times the size of Hoan Kiem District in Hanoi (5.29 km2). According to the plan, the Nam Do Son wharf will have the capacity to accommodate container ships carrying up to 18,000 containers (each 6 meters long); general cargo and bulk cargo ships up to 200,000 tons; liquid/gas cargo ships up to 150,000 tons; and passenger ships with a total capacity of up to 225,000 cubic meters.

At the same time, priority will be given to constructing wharves serving the local industrial clusters and a central electricity and gas wharf in line with the master plan for energy and power development.

In terms of location, the Nam Do Son Port is mainly situated in Kien Thuy district, Haiphong. Kien Thuy is a district located in the southeast of Haiphong city, which is gradually being developed to meet the criteria to become a urban district by 2030.

Kien Thuy district has great development potential, boasting a 6.7-kilometer coastline and two rivers, Van Uk (12.8 km) and Da Do (20 km), which have formed over 20 km2 of alluvial land along the rivers and the sea. However, for decades, Kien Thuy remained underdeveloped and predominantly agricultural. Since around 2020, the district has witnessed breakthrough changes with the development of transportation infrastructure, industrial zones, and a focus on eco-agriculture and high-tech agriculture for commodity production.

In terms of economic performance, in 2023, Kien Thuy district is expected to collect more than VND 520 billion in balanced budget revenue, with an average income of VND 51 million per capita per year (2020), and a positive shift in economic structure.

According to the organizational plan in the master plan, the Nam Do Son area (Kien Thuy district) will form a new urban center. This area will prioritize the development of industrial park and international-scale logistics center projects and the formation of urban areas along the coastal road. Therefore, in the future, when the Nam Do Son Port is built and completed, it will transform Kien Thuy district into a dynamic and attractive area, befitting its status as a district of Haiphong city by 2030.
