On the morning of September 16, Deputy Prime Minister Tran Hong Ha chaired a meeting of the Government’s Task Force on directing and urging the review and proposal for competent authorities to issue special mechanisms, policies, and relevant documents to implement the Politburo’s directives on projects and land in the inspection, examination, and court verdicts in several provinces and cities.
The Task Force is led by Deputy Prime Minister Tran Hong Ha, with the Ministers of Natural Resources and Environment, Justice, the Government Inspector General, and leaders of a number of ministries, central agencies, and five provinces/cities (Hanoi, Ho Chi Minh City, Danang, Khanh Hoa, and Long An) as deputy heads.
Identifying the “right people for the job”
At the meeting, the Deputy Prime Minister emphasized that the Government’s plan to implement the Politburo’s directives on projects and land in inspection, examination, and court verdicts in several provinces and cities (the Plan) has assigned specific tasks to each ministry, sector, and locality. Most importantly, it identified the “right people for the job” in organizing the implementation of the Politburo’s directives, the plan, and the scheme approved by the Prime Minister.
Taking note of the opinions at the meeting, the Deputy Prime Minister requested that the Ministry of Natural Resources and Environment closely follow the assigned tasks, identify obstacles related to the law, and, when drafting the National Assembly’s resolution, ensure comprehensiveness without omitting issues or including matters under the authority of decrees.
The Ministry of Justice and the Government Office were asked to coordinate closely with the Ministry of Natural Resources and Environment to appraise and finalize the draft resolution for reporting and seeking opinions from the Government and the Prime Minister. It is proposed to follow a shortened procedure for the National Assembly to approve it at the upcoming 8th session.

Moreover, the Deputy Prime Minister assigned the Ministry of Planning and Investment to coordinate with the Ministry of Finance and the Ministry of Natural Resources and Environment to build and submit to the Prime Minister for consideration and issuance of mechanisms and policies to address difficulties and obstacles in land price calculation for projects that signed abbreviated contracts for build-transfer implementation (BT) in October 2024.
The ministries and sectors were requested to complete the review and proposal, reporting to the Task Force and the Prime Minister the mechanisms and policies that need to be amended and supplemented in the process of resolving projects and land issues in inspection, examination, and court verdicts.
The Deputy Prime Minister suggested that the localities identify the contents that need guidance from the ministries and sectors and review the remaining projects with similar obstacles, reporting to the competent authorities in the first quarter of 2025.
Unraveling obstacles with clarity
Earlier, at the meeting, members of the Task Force and leaders of several National Assembly committees, the People’s Committees of Hanoi, Ho Chi Minh City, Danang, Khanh Hoa, and Long An focused their discussions on the task of drafting a resolution for submission to the 8th session of the National Assembly (15th tenure) following a shortened procedure on special mechanisms and policies to resolve difficulties and obstacles regarding projects and land in inspection, examination, and court verdicts.

Deputy Minister of Natural Resources and Environment Le Minh Ngan affirmed that the ministry would promptly build a draft resolution of the National Assembly to remove obstacles and difficulties in handling violations of land use duration, land allocation, and land lease without auction and to redetermine land prices and financial obligations related to land… in the fastest, most timely, and highest quality manner.
Regarding related issues, the Government Inspector General Doan Hong Phong reminded the ministries, sectors, and localities to closely follow the timeline set out in the Government’s plan to implement the Politburo’s directives on projects and land in the inspection, examination, and court verdicts in several provinces and cities.
Similarly, Chairman of the Ho Chi Minh City People’s Committee Phan Van Mai said that the city had issued a plan to implement immediately after the National Assembly and the Government issued resolutions and decrees within their competence. He emphasized coordination with ministries, sectors, and judicial agencies, stating that “unraveling obstacles must be done with clarity.”
