Former Head of the Department of Natural Resources and Environment of Bao Lam District, Nguyen Ba Dong, was arrested and detained for investigating land-related violations at Minh Rong Tea JSC.

Former Head of Bao Loc’s Department of Natural Resources and Environment Arrested

The Police Investigation Agency of Bao Lam District, Lam Dong Province, has initiated a criminal case, prosecuted and temporarily detained Mr. Nguyen Ba Dong, former Head of the Department of Natural Resources and Environment of Bao Lam District, and Ms. Nguyen Thi Hien, an official of the same department, for “violating regulations on land management.”

The accused’s acts are stipulated in Clause 3, Article 229 of the 2015 Criminal Code, amended and supplemented in 2017.

According to Bao Lam Newspaper, this is the investigation result related to violations in land management regarding the land area leased by Minh Rong Tea JSC in Loc Thang town, Bao Lam District.

These violations have lasted for many years and have been of particular concern to local public opinion. Accordingly, after discovering many irregularities in allocating land with the origin of revocation from Minh Rong Tea JSC, many people reported the violations.

Regarding the above violations, there have been reflections on the irregularities related to contracting and selling gardens at some tea and silkworm companies and farms in Bao Lam, Di Linh, and Bao Loc City.

Among them are irregularities related to Minh Rong Tea JSC, such as: “Avoiding land accumulation and illegal profits when selling gardens at tea companies”; “Not considering the petitions for transferring the value of gardens of the contracting households at tea companies” or “Is the collection of land rent at Minh Rong Tea JSC right or wrong?”…

Minh Rong Tea JSC is headquartered in Loc Thang town, Bao Lam district. The company leases land in Bao Loc city and Bao Lam district, paying annual land rent.

Implementing Decision No. 1542/QD-UBND dated August 7, 2018, of the People’s Committee of Lam Dong province, on revoking 60 hectares of land leased by Minh Rong Tea JSC to hand over to the locality for management, Mr. Nguyen Ba Dong and Ms. Nguyen Thi Hien, as officials and public employees directly performing public duty in land management in the locality, went against the policy and acted contrary to the law in advising the issuance of land allocation decisions and land use right certificates, encroaching on the state land fund, affecting the locality’s land management.

Doan Ngoc Hung, Director of Bao Loc Silkworm Company, was arrested and temporarily detained by the investigating agency in the middle of last July.

According to the Lam Dong Provincial Police leadership, this is a complicated case that has lasted for many years and involves many individuals and organizations.

In the coming time, Lam Dong Provincial Police will coordinate with the provincial prosecution agencies and direct the Bao Lam District prosecution agencies to continue investigating and expanding the case, strictly handling the violations of the subjects and focusing on recovering the state assets with the spirit of “no forbidden area, no exception.”

Previously, regarding the violations in the sale of gardens, Bao Lam District Police prosecuted and temporarily detained two defendants, Doan Ngoc Hung (62 years old, residing in Ward 2, Bao Loc City). Defendant Hung is the Director of Bao Loc Silkworm Company.

At the same time, Le Dinh Chi (60 years old, Technical Director of Bao Loc Silkworm JSC) was prosecuted and temporarily detained for complicity in assisting Doan Ngoc Hung in investigating related violations.
