In his opening speech, General Secretary and President To Lam expressed that the Plenum is taking place at a very special time: The very excellent leader and theorist, Comrade General Secretary Nguyen Phu Trong, has bid farewell to us as the entire Party, people, and army are determined to achieve the comprehensive victory of the 13th National Congress’s Resolution; the third storm has caused extremely heavy losses of lives and property in most northern provinces and cities; and the entire Party, army, and people are focusing their utmost efforts on overcoming the consequences caused by the storm…

According to General Secretary and President To Lam, this Plenum of the Central Committee is taking place earlier and will be shorter than expected, and it will work beyond regular working hours. The Plenum will discuss and opine on 10 contents belonging to 2 strategic issue groups and some specific matters.

Informing that the documents had been sent about a week in advance, General Secretary and President To Lam requested that the comrades attending the Plenum continue to spend time studying them to provide truly worthwhile opinions reflecting the reality of their ministries, sectors, and localities.

Focus on contributing to specific issues and issues with general applicability, especially practical issues that have not been mentioned in the draft documents but need to be evaluated and concluded on important contents regarding viewpoints, guiding thoughts, and innovative and strategic breakthrough policies with high feasibility.

Stating that we define the 14th Congress as a congress marking the time when the country steps into a new era – the era of the nation’s rise, demanding that, right from the process of building the documents, each comrade of the Central Committee, the Secretariat, and the Politburo must promote their intelligence and responsibility to the highest level. Achieving the victory of the 13th National Congress’s Resolution is the highest goal

Specifically, first, regarding the tasks to accelerate the achievement of the 13th National Congress’s Resolution, General Secretary and President To Lam clarified that achieving the victory of the 13th National Congress’s Resolution is the highest goal of the entire Party, people, and army by 2025. It is the foundation for realizing the strategic goals of 100 years under the leadership of the Party and towards the 100th anniversary of the establishment of the country.

This goal needs to be achieved with the highest determination, greatest efforts, and resolute actions with the most effective solutions, ensuring the attainment and striving to exceed the set goals. This is the responsibility of the Party before the people, before the glorious and heroic history of the nation, and before international friends. It is proof of the Party’s leadership, governance, and fighting capacity, so all resources and measures must be focused on completing it.

The proposed 2025 socio-economic development plan has set out goals, targets, tasks, and key solutions. It has analyzed the possibility of completing the 2021-2025 socio-economic development targets based on the implementation of the 2024 socio-economic development plan. The Politburo has discussed this very carefully, comprehensively evaluated and considered all aspects, and decided to report to the Central Committee for discussion and opinion.

3 significant matters regarding the preparation for the 14th National Party Congress

Second, regarding the preparation for the 14th National Party Congress, General Secretary and President To Lam mentioned three matters.

One, regarding the documents to be submitted to the 14th National Party Congress: With the Political Report as the center; the 40-year review of renovation as a very important report to distill the essence into the documents of the 14th Congress; the Socio-Economic Development Strategy Report, the Party Building Report, and the Report on the Implementation of the Party Charter are specialized reports. General Secretary and President To Lam requested that the comrades attending the Plenum focus on discussing and clarifying whether the content of the Political Report submitted to the Conference has met the level of a central report in terms of viewpoints, guidelines, and policies. Has it distilled the essence of the past, present, and future? Has it been a “guiding torch” leading the entire Party, people, and army to achieve the strategic goals set by the 13th Congress?

Have the strategic reports on socio-economic development, Party building, and the implementation of the Party Charter, as well as the theoretical and practical issues distilled through the 40-year review of renovation, fully encompassed the basis for the general points in the Political Report? Are the reports consistent with each other and consistent with the Party’s views and policies on developing the country in the period of 2026-2030 and the vision towards 2045?

Regarding the specific content in each report, especially the assessments of limitations and shortcomings and the proposed strategic orientations and breakthrough tasks, it is necessary to clarify whether the proposed guidelines and measures are “correct” and “accurate” enough to bring the country into a new era. What are the new elements of reality that need to be supplemented?

Two, regarding the preparation of personnel for the 14th National Party Congress, General Secretary and President To Lam stated that personnel work for the 14th National Party Congress is a crucial task and the “key to the key,” with decisive significance for realizing the Party’s guidelines and policies to bring the country into a new era. The report summarizing the personnel work of the 13th Central Committee and building the direction of personnel work for the 14th Central Committee is very important as it serves as the basis for preparing personnel for the 14th Central Committee, the Politburo, the Secretariat, the Inspection Commission, and the key leadership positions of Party and state agencies for the term 2026-2031.

Three, regarding Party building and the implementation of the Party Charter, General Secretary and President To Lam requested that the Plenum discuss and opine on the results achieved, limitations, and problems and propose orientations, tasks, and solutions for Party building in the 14th term. Is there a need to supplement and amend the Party Charter, or is it enough to adjust the regulations and guidance of the Politburo and the Secretariat?
