The First Airport in Vietnam Built Entirely on Coastal Waters: Ministry Confirms the Need for Investment

According to Báo Khánh Hòa, on September 13 in Hanoi, Minister of Transport Nguyen Van Thang chaired a meeting to hear the People’s Committee of Khanh Hoa province report on the feasibility study for the formation of Van Phong Airport.

As reported, the proposed location for the Van Phong Airport is in Van Thang commune, Van Ninh district, about 65km south of Nha Trang city, 101km south of Cam Ranh International Airport, and 49km north of Tuy Hoa Airport.

The total planned land area is over 497 hectares. The proposed airport site is entirely over near-shore water, a unique feature in Vietnam. This area is uninhabited and free from protected forests, mangrove forests, historical relics, and anchorage planning, making it advantageous for compensation and land clearance. The project is expected to be implemented from 2023 to 2029.

The initial investment for the construction of Van Phong Airport is estimated at VND 7,892 billion. The airport is designed according to ICAO 4E standards, with a military airport level of I and a runway length of over 3km. It is expected to have a capacity of about 1.5 million passengers per year.

The meeting cited Resolution No. 09 dated January 28, 2022, of the Politburo on the construction and development of Khanh Hoa province by 2030, with a vision towards 2045, which states: “Prioritize the allocation of appropriate resources from the state budget to lead and promote the attraction of non-state resources for investment in the development of connectivity infrastructure in the area, including projects invested in the form of public-private partnerships.”

The master plan for the development of the national airport and airfield system for the period of 2021-2030, with a vision towards 2050, approved by the Prime Minister, also includes the following content: “Study, survey, and evaluate the potential for planning airports for some airfields serving national defense and security; some important locations for emergency and rescue, with tourism and service development potential, and other locations that can be built and operated as airports,” including a potential location in Van Thang commune, Van Ninh district.

The master plan for Khanh Hoa province for the period of 2021-2030, with a vision towards 2050, approved by the Prime Minister in Decision No. 318/QD-TTg dated March 29, 2023, states: “Study the orientation of the area for airport construction associated with the development of Van Phong Economic Zone and socio-economic development (with investment capital from non-state budget).”

The adjusted master plan for construction of Van Phong Economic Zone towards 2040, with a vision towards 2050, mentions: “Planning and investing in the construction of Van Phong Airport in the area of Van Thang commune with a land use scale of about 500ha (reclaimed land).”

Therefore, the Provincial People’s Committee leadership believes that the study and formulation of the planning proposal for Van Phong Airport is in line with the Party and Government’s policies, practical needs, and the world’s general development orientation.

This is an important premise and basis for planning and constructing Van Phong Airport in the future, contributing to the effective implementation of the three strategic breakthroughs, including the breakthrough of “Building a synchronous and modern infrastructure system, prioritizing the development of several key national projects on transportation” in line with the orientation of the 13th National Party Congress. It will also contribute to the development of the Van Phong Bay area as one of the province’s three key socio-economic regions, with the northern Van Phong area becoming an international-standard tourism and resort urban area and the southern Van Phong area becoming an industrial center.

At the same time, it will create a strong impetus for the socio-economic development, especially in the fields of tourism, services, and logistics, enhance regional connectivity and international integration, and play a crucial role in ensuring national defense and security, emergency, and rescue for the Van Phong Economic Zone, Khanh Hoa province, and the South Central Coast region.

In conclusion, Minister of Transport Nguyen Van Thang agreed on the necessity of investing in Van Phong Airport in Khanh Hoa province.

The Minister requested the Department of Transport and the consulting unit to conduct a more in-depth and thorough evaluation of the economic and social impacts of establishing Van Phong Airport, including assessing domestic and international passenger and cargo demands.

The consulting unit needs to review some technical factors and design solutions to calculate and propose an appropriate initial investment level. They should also consider suggesting investment capital sources to ensure feasibility during implementation.

Additionally, Khanh Hoa province should urgently invest in synchronously developing technical infrastructure and essential social infrastructure within the Van Phong Economic Zone to be operational simultaneously with the airport project. The Minister also suggested that Khanh Hoa should aim for an international airport, as the Van Phong area is geared towards serving international tourists.

Mr. Nguyen Tan Tan received the meeting’s opinions and requested the departments, sectors, and consulting units to promptly complete the proposal according to the contributed ideas for submission to the Prime Minister this September.
