The Ho Chi Minh City People’s Committee has sent an urgent document to the Ministry of Planning and Investment, requesting coordination with the Ministry of Transport to promptly report and advise the Prime Minister on the pre-feasibility study report for the investment project to build the Ring Road 4.
This is the largest road project in the South-Eastern region to date and is of utmost importance for transportation connectivity and economic development.
Ho Chi Minh City, in collaboration with the People’s Committees of Long An, Binh Duong, Dong Nai, and Ba Ria-Vung Tau provinces, has reviewed and substantially completed the pre-feasibility study report for the overall project and its component projects.
The total length of the Ho Chi Minh City Ring Road 4 route is approximately 206.72 km (including 18.23 km in Ba Ria-Vung Tau, 45.54 km in Dong Nai, 47.95 km in Binh Duong, 16.7 km in Ho Chi Minh City, and 78.3 km in Long An). The total investment is expected to be around VND 136,593 billion.

In the first phase, the project will involve land clearance as per the approved plan. Simultaneously, a four-lane expressway with a 3-meter-wide emergency lane will be constructed along the entire route.
There will be 21 interconnected intersections along the route, including 2 in Ba Ria-Vung Tau, 5 in Dong Nai, 4 in Binh Duong (sharing one intersection with Dong Nai at Thu Bien Bridge), 4 in Ho Chi Minh City, and 7 in Long An.
Additionally, the parallel road and local roads on both sides of the route will be invested in according to traffic demands in each section and area, especially in areas with residential and urban areas.
The project will be implemented in the form of a Build-Operate-Transfer (BOT) with an expected central budget of nearly VND 42,554 billion and a local budget of over VND 33,584 billion.
Regarding the planned capital allocation, the project requires approximately VND 16,026 billion during the 2021-2025 period and about VND 59,582 billion in the 2026-2030 period.

In April, the Ministry of Transport and the People’s Committees of the provinces agreed to assign Ho Chi Minh City as the focal point for coordinating the implementation process. Ho Chi Minh City will also take the lead in selecting a general consulting unit and proposing specific mechanisms and policies applicable to the entire route.
Subsequently, the Ho Chi Minh City People’s Committee reported and proposed to the Prime Minister the special mechanisms and policies to be applied to the entire Ring Road 4 route.
At the end of August, the Minister of Planning and Investment, Mr. Nguyen Chi Dung, worked with the leaders of Ho Chi Minh City and the four related provinces on the implementation of the investment project for the construction of Ring Road 4.
During this meeting, Minister Nguyen Chi Dung requested the Ho Chi Minh City People’s Committee to coordinate with the related provinces to finalize the pre-feasibility study report for the investment project to build the Ring Road 4, covering the entire route of over 206 km.
The dossier will be submitted to the competent authority for appraisal and then presented to the National Assembly for deciding on the investment policy at the October session. The investment policy will determine the component projects going through Ho Chi Minh City and the provinces (Long An, Binh Duong, Dong Nai, and Ba Ria-Vung Tau) and assign the local authorities to organize the implementation, similar to the Ring Road 3 project in Ho Chi Minh City.
Once completed, the Ho Chi Minh City Ring Road 4 will encircle the Ring Road 3, aiming to relieve traffic congestion in the inner-city areas of Ho Chi Minh City. This ring road is expected to facilitate the connection between the Southwest and Southeast regions with the Hiep Phuoc port and Long An port, promoting the flow of goods and fostering the development of port services. |
