The Ministry of Industry and Trade recently responded to voters’ concerns about the impact of e-commerce on traditional trade and the economy.

According to voters in Khanh Hoa, in reality, there are many online business subjects that do not have warehouses or stores, only accept orders online, disperse goods in many places, deliver small goods, sell goods live with invitations. words, cheap prices, attractive promotions.
However, in reality, the goods are of unknown origin, difficult to verify, unfair competition, market disruption… infringing intellectual property rights, violating the Law on Tax Administration, the Law on Consumer Protection.
Therefore, voters proposed that it is necessary to have measures to strictly control licensing, strengthen the management of goods quality. There must be a solution to avoid conflicts of interest between traditional markets and e-commerce.
Responding to voters, the Ministry of Industry and Trade said that this is a pioneering field of the digital economy, becoming an important distribution channel, creating a driving force for economic development and leading digital transformation.
However, e-commerce also has negative elements such as the situation of selling counterfeit goods, prohibited goods, and smuggled goods, with an increasing trend, potentially complicated, and seriously affecting the environment.
Therefore, to strengthen the control of goods quality, foreign sales platforms, and harmoniously develop e-commerce, commercial business, and traditional markets, the Ministry of Industry and Trade has submitted to the Government to promulgate Decree No. 85/2021 amending and supplementing a number of articles of Decree No. 52/2013 on e-commerce and related regulations.
In particular, the Ministry of Industry and Trade said that it will continue to coordinate with branches and sectors to effectively implement the Project “Fighting against counterfeit goods and protecting consumers in e-commerce”; ask for opinions to amend Decree 98 and Decree 17, strengthen sanctions for violations of the law in e-commerce.
Continue to amend regulations related to e-commerce such as supplementing new concepts suitable for the Law on Electronic Transactions 2023; Law on Consumer Protection.
Including regulations on authentication of personal seller accounts, providing information on websites, and applications that provide services; decentralization in state management of this activity for localities to increase management, supervision, and online dispute resolution…

The potential for e-commerce development is still huge, as e-commerce accounts for about 8% of the country’s total retail sales of goods and service revenue. Currently, more than 80% of Internet users have shopped online.
