In the afternoon of September 17, Prime Minister Pham Minh Chinh, Head of the National Steering Committee for important national projects and key transport infrastructure projects (the Steering Committee), chaired the 14th meeting of the Steering Committee.
In his opening remarks, the Prime Minister took time to analyze the importance of strategic transport infrastructure. Especially in the context of Super Typhoon No. 3, which caused damage estimated at VND 40 trillion, the Prime Minister emphasized the need to find solutions to compensate for these losses by promoting the disbursement of public investment.
According to the Government leader, the implementation of key national transport infrastructure projects is an important political task and also demonstrates “ethnic affinity and fraternal solidarity.” Therefore, ministries, sectors, localities, and businesses must work together with a sense of responsibility for the people and the country.
According to the report by the Ministry of Transport, at the 13th meeting on August 8, 2024, the Prime Minister assigned 42 tasks to ministries, sectors, and localities, focusing on addressing difficulties and obstacles and accelerating the progress of site clearance and provision of construction materials, especially for key transport projects in the southern region.
Up to now, 11 tasks have been completed within the required timeframe, 28 tasks are being actively implemented as regular steering and directing tasks, and one task is yet to commence as it is not due. Two tasks have not been completed within the deadline.
Specifically, the Ministry of Transport has submitted to the Politburo a proposal on the investment policy for the North-South high-speed railway project and submitted to the Government a resolution on the implementation of the National Assembly’s Resolution No. 138/2024/QH15 on the investment policy for the Gia Nghia-Chon Thanh Expressway project.
Ho Chi Minh City has coordinated with the provinces of Ba Ria-Vung Tau, Dong Nai, Binh Duong, and Long An to report to the Prime Minister on the proposal to establish a pre-feasibility study report for the Ho Chi Minh City Ring Road 4 project. The Prime Minister has assigned relevant ministries and sectors to handle the proposals of Ho Chi Minh City.
The Ministry of Planning and Investment has coordinated with the People’s Committee of Hanoi to complete the dossier and report to the Prime Minister and Deputy Prime Minister on adjusting the investment policy for the Nam Thang Long – Tran Hung Dao urban railway project.
Regarding the Long Thanh International Airport project, the construction of headquarters for state management agencies is being implemented to meet the progress. The construction of the concrete and steel structure of the Air Traffic Control Tower has reached 94% completion, keeping up with the set schedule.
For the Nhon-Hanoi Railway Station urban railway project, 297 meters of the tunnel have been excavated, and 186 rings of the tunnel shell have been installed for the underground section. The Ben Thanh-Suoi Tien metro line continues its trial run until November 2024 for the assessment of system safety certification and personnel training.
‘Beating the Sun and Rain, Unfazed by Wind and Storm’: Achieving the 3,000-km Expressway Goal
The Prime Minister has urged the Ministry of Transport and local authorities to continue embracing the spirit of “surmounting the sun and conquering the rain, never losing to the wind and storms”. By being proactive in dealing with adverse weather conditions, they aim to complete 3,000 kilometers of expressways by 2025.

The Steering Committee is responsible for researching and proposing directions, tasks, and solutions for the construction and implementation of the Project for a Regional and International Financial Center. The Committee ensures that the proposed plans are feasible, effective, and adaptable to practical situations, with the ultimate goal of maximizing the potential and advantages of Vietnam.
“Sustainable Development of the Blue Economy: A Visionary Approach”
On September 16, Prime Minister Pham Minh Chinh chaired a meeting at the Government Office with relevant ministries, branches, and leaders to thoroughly review the implementation of Resolution 36 on the Strategy for Sustainable Development of Vietnam’s Marine Economy by 2030, with a vision extending to 2045. The discussion also revolved around pertinent matters outlined in the Resolution of the 13th Party Congress.
